The tweet also listed that in the above six swing states, as many as 43,465 voters may have participated in the two places.
The so-called "NCOA" means that when a U.S. resident moves (temporarily or permanently), he or she will submit an application for a change of address to the United States Postal Service (USPS) to complete the USPS mailing list and correction of the national address change information.
Brainard said his team is working to confirm the correct place of residence for these voters. However, after analyzing the records of several neighboring states, they are confident that they have determined that 1,618 voters participated in illegal voting, including 631 in Pennsylvania (excluding New York) and 987 in Nevada.
Brainard said that this is just the beginning and they have more work to do.
