After the novel coronavirus outbreak, the P4 virus laboratory of the Wuhan Institute of Virology became the eye of the storm. Media tracking found that the drawings of the P4 virus laboratory provided by France were unauthorizedly modified by the China Communist Party (CCP) during the construction process, and in violation of the agreement reached with France. A number of P4 laboratories were privately constructed. As a result, critical virus recovery function was lost as a result, thus increasing the risk of virus leakage.

The P4 virus laboratory is the biological laboratory with the highest safety level in the world. It is a platform for studying the most dangerous pathogens in the world. The Wuhan P4 laboratory was initially built by France and officially operated in 2017. However, it has not yet been certified by the World Health Organization.

In 2003, the CCP appointed the Chinese Academy of Sciences to submit a request to the French government, hoping to help build a P4 virus laboratory. In 2004, when the then French President Chirac visited China, the two sides signed a cooperation agreement to assist in the construction of the P4 virus laboratory. It was also on the occasion of the French President's visit to China that China Aviation Equipment Import and Export Corporation and Air France signed an Airbus contract worth 150 billion dollars.

Under the agreement between France and China on the establishment of a P4 laboratory in China, the Chinese P4 virus laboratory cannot conduct aggressive virus technology activities (ie, prohibit research and manufacture of biological and chemical weapons). France provides design drawings and is responsible for the construction of the laboratory. China also promised to build only one P4 virus laboratory.

But in the following time, the CCP did not abide by the agreement, which may lay the root of the outbreak of the novel coronavirus pandemic.

During the construction process, the Communist Party of China breached the contract and put the military in charge of the P4 laboratory project. According to France and China, the French General Administration of Foreign Security stated that RTV, an architectural design firm in Lyon, France, was originally responsible for the laboratory's project, but in 2005 China officially chose Wuhan's local design agency IPPR to be responsible for the project. According to a survey by the French security department, the IPPR design institute is closely related to the Chinese military's affiliates, which have long been the target of surveillance by the US Central Intelligence Agency.

French aid to the construction of the P4 virus laboratory in France has caused great controversy in French political circles. Some French virus experts worry that the CCP will use French-supplied technology to develop biochemical weapons. French intelligence agencies at the time also issued a serious warning to the government.

The CCP also secretly copied multiple P4-level virus laboratories in breach of contract, causing a sharp increase in security risks. According to French media, French officials have stated that China has repeatedly violated its commitments in the course of more than a decade of cooperation. For example, China promised to build only one laboratory in Wuhan. Today, it was discovered that China has built a number of P4 laboratories. Some laboratories are very suspicious.

Not only did they secretly make a copy, the CCP also arbitrarily modified the original drawings of the P4 laboratory and destroyed the "black hole system" that recovered the virus.

According to international precedents, the structure of the P4 virus laboratory is a layered circle structure with a layer of negative pressure structure. The experimental virus is located at the most central and lowest pressure position. This design allows the accidentally leaked virus to be eventually recovered to the centre. Make the entire laboratory a "black hole" structure to prevent the virus from leaking. However, this "black hole" structure may have been damaged during the construction of Wuhan P4 laboratory.

Former China Red Cross project executive Li Yuan disclosed that the Wuhan P4 laboratory was built by a company closely related to the military. At the beginning of construction, there was something that was not known to France.
