International travel advisories in the wake of COVID-19 as at 19 February 2020

This link is a comprehensive list of international travel advisories as there are increasing confirmed cases of COVID-19 (covid, in short) worldwide.

Mainland China 
The mainland China provinces that are in "lockdown" state include Hubei, Zhejiang and Heilongjiang. The mainland China cities that are in "lockdown" state  include Chongqing, Hefei, Zhengzhou, Fuzhou, Guangzhou, Kunming, Tianjin, Wenzhou, Beijing and Shanghai.

Anyone returning to China must be quarantined for 14 days upon arrival.

Hong Kong, Macau
Defer all non-essential travel to Hong Kong until all sorts of protests, demonstrations and the pandemic are over. Hong Kong has covid with two death records.

Do not visit Macau until the pandemic is over.

Taiwan
Defer all non-essential travel to Taiwan. There are cases of asymptomatic infections in Taiwan with one death record.
Japan
From 13 February 2020, foreign nationals who have stayed in Hubei and Zhejiang province in the last 14 days are denied entry to Japan.

Defer all non-essential travel to Japan, where there are 74 confirmed cases of covid including one confirmed case in Okinawa and one death record. Human-to-human transmissions of covid with no records of recent travels to China are recorded.
South Korea
From 4 February 2020, South Korea temporarily bans foreigners who have visited or stayed in Hubei within 14 days of entering.
All passengers coming to South Korea via Hong Kong and Macau must submit health reports and go through temperature checks.
South Korean citizens are advised to defer travel to Thailand, Singapore, among other covid-affected countries and regions.

It is impossible to get full ticket refunds for passengers withdrawals from Korean Air flights if these tickets were purchased from travel agents. Asiana Airlines has full ticket refund policies on affected flights to Singapore, Hanoi, Bangkok, Taoyuan, Hong Kong, Japan and mainland China.
Singapore
From 23:59 on 1 February 2020, all new visitors with recent travel history to mainland China within the last 14 days will not be allowed entry into Singapore, or to transit through Singapore. The Ministry of Manpower (MOM) announced that from 8 February 23:59, foreign employees who travelled to mainland China within the last 14 days before arriving in Singapore have to request for MOM’s approval 3 days before planned arrival date. Those who travelled to Hubei within the last 14 days and are currently overseas, regardless of nationalities, are deferred entry/return to Singapore as far as possible until further notice from MOM. From 18 February 2020, Singapore citizens and long-term pass holders returning from mainland China (other than Hubei)  to Singapore have to self-isolate at home for 14 days.

It is understood some employers in Singapore require their employees returning from other covid-affected areas such as Japan, South Korea and Taiwan have to self-isolate for 14 days. The self-isolation period is taken from their annual leaves.

Singapore Airlines and SilkAir have suspended flights to many Asian cities, with Japan and South Korea airports affected. Refer to the Facebook pages of Singapore Airlines and SilkAir for more information.

U.S.
From 2 February 2020, the U.S. suspends the entry of foreign nationals who have travelled in China in the last two weeks. Foreign nationals who are the immediate family of US citizens or permanent residents are exempt.
According to the U.S. Guam visitors Bureau notice, the Guam region has taken entry restrictions and follows the regulations of the US federal government public health authorities.
New Zealand
Any foreign travellers who leave or transit mainland China after 2 February 2020 New Zealand time will be refused entry to New Zealand. The decision to restrict travel will be in place for up to 14 days and will be reviewed every 48 hours.
New Zealand citizens and residents returning to New Zealand will still be able to enter, as will their immediate family members, but they will be required to self-isolate for 14 days on arrival back in the country.
Immediate family members who are not New Zealand citizens or residents must be travelling together on the same flight to New Zealand as the family member who is a New Zealand citizen or resident. They must also have a valid visa or NZeTA as appropriate.
Immediate family includes partner/spouse, legal guardian and dependent child under the age of 24.
Australian citizens and permanent residents are excluded from the travel restrictions if New Zealand is their primary place of established residence.
The Government extended the travel restrictions until Monday 24 February 2020.
Russia
Checkpoints on the border with China remain closed. At the international airports of Moscow, Yekaterinburg and other entry points, travellers have to go through the health checks (including temperature check), and those who show any related symptom will be quarantined.
Only flights from Beijing, Shanghai, Guangzhou are allowed entry to Moscow airports.
Since 4 February 2020, Russia has banned foreign citizens from China transiting in Russia by flight, and all charter flights are suspended from 14 February 2020. From 18 February 2020, all Chinese tourists are refused entry into Russia.
India
From 31 January 2020, travellers from Wuhan, Hubei Province have to follow screening by Indian border forces while entering five Indian states bordering Nepal. At Chennai airport, blood tests are taken from Wuhan travellers and they are advised 28-day home quarantine. Tourists from other parts of China are also advised 28-days home quarantine. Tourists from Southeast Asia go through health check for influenza.
From  2 February 2020, the travel to India on E-visa policy is temporarily suspended with immediate effect. This applies to holders of Chinese passport holders and applicants of other nationalities residing in the People’s Republic of China. Holders of already issued E-visas may note that these are no longer valid. Tourists can still contact the Indian embassy or consulate in China by email to apply for a new visa in case they really need to travel to India.

Avoid reported sensitive areas in the border between India and Pakistan although India has extended an olive leaf to Pakistan for peace talks.
Indonesia
Since 2 February 2020, Indonesia has barred visitors who have been in China for 14 days from entering or transiting. From 5 February 2020, Indonesia temporarily stops flights to and from mainland China.

Iran
Iran State News Agency reported on 19 February 2020 that there are two confirmed covid cases in Qom, near the capital of Tehran. The elderly patients with covid have passed away. Contact tracing and investigations are under way to uncover suspected cases of covid and the source of infection.

Tehran has direct commercial flights with Beijing only. Beijing has 393 confirmed cases with covid. It is believed the transmission route of covid begins in Beijing.

Advise caution when travelling to Tehran where air pollution is as serious as Bangkok.

Malaysia
From 9 February 2020, all tourists regardless of nationality who have visited Hubei, Zhejiang and Jiangsu in the last 14 days are restricted entry to Malaysia.
State of Sarawak, Malaysia
The state of Sarawak announced on 1 February 2020 that Chinese tourists and other foreigners who had travelled to China in the last 14 days will be refused entry into Sarawak with immediate effect until further notice. Those with Employment Passes, Student Passes and Long Special Passes will be allowed entry and are subject to a compulsory self-quarantine at home for 14 days. Singaporeans arriving in Sarawak have to be quarantined for 14 days.
State of Sabah, Malaysia
From 8 February 2020, all foreigners with recent travel history to mainland China within the last 14 days will not be allowed to enter Sabah.
Malaysian citizens (non-residents of Sabah) with recent travel history to mainland China within the last 14 days are not allowed to enter Sabah.
Any Sabahan, permanent residents of Sabah and residents of Sabah under work pass, students pass, long term social visit pass or any exemption order, returning from mainland China are subject to a compulsory 14 days home quarantine.
All transit passengers originating or through Mainland China are not allowed entry to Sabah.
Australia
From 1 to 22 February 2020, Australia denies entry to anyone who has left or transited mainland China within the previous 14 days, with the exception of Australian citizens, permanent residents, immediate family members of Australian citizens and permanent residents including spouses, minor dependents and legal guardians.
Those allowed entry have to be quarantined at home for 14 days.
Other countries/regions:
Angola
From 4 February 2020, all tourists from China must be quarantined for 14 days.
Antiguan and Barbuda
From Friday, 31 January 2020, all foreign nationals traveling from or transiting through mainland China will be temporarily banned from entering Antigua and Barbuda.
Bahamas
Any non-resident regardless of nationality who has visited China in the last 20 days will be denied entry into the country. All residents returning to The Bahamas will be strictly quarantined and monitored for development of symptoms for the duration of the incubation period with a maximum of 14 days.
Bulgaria
While passing the passport control on the airports, all passengers fall into the scope of thermal imaging cameras. Passengers with body temperature above 37℃ remain under quarantine for 14 days in designated hospitals. All visitors who arrive from China and other countries with confirmed cases are placed under a home quarantine for 14 days and monitored by general practitioners.
Brunei
From 11 February 2020, any visitors from the Hubei, Zhejiang and Jiangsu provinces are not allowed to enter Brunei Darussalam, with the exception of citizens and permanent residents of Brunei Darussalam; Citizens and permanent residents of Brunei Darussalam as well as long-term visa holders who have been in the People’s Republic of China within 14 days of arriving in Brunei Darussalam are required to undergo self-isolation for 14 days upon arrival to this country.
Certain measures have been implemented such as: body temperature screening at all points of entry in the country and the use of the Health Declaration Forms for incoming flights to the country.
Brazzaville, Congo
Visitors from "high-risk countries" for the epidemic will be subject to a 14-day quarantine at the Kintele Concorde Hotel, on the outskirts of the capital Brazzaville.

Do not enter Congo as Ebola is still a pandemic there.
Canada
If travellers have been to Hubei or are experiencing flu-like symptoms, they need to report this information to a Canada border services agent on arrival in Canada. The Canada border services agent will provide instructions for travelers to follow.
Those who have travelled to Hubei province in the last 14 days should self-isolate and stay at home for 14 days. In addition, contact the local public health authority within 24 hours of arriving in Canada.
All travellers from mainland China are advised to monitor themselves for symptoms and to contact the local public health authority if they feel sick.
Egypt
All travelers arriving from areas where the disease appeared are screened, and have to fill in and submit a health-monitoring card, any suspected cases are immediately isolated, travelers being allowed entry will be monitored for 14 days.
Equatorial Guinea
All passengers departing from China will be quarantined for 14 days regardless of nationality.
Fiji
Fiji's borders will be closed to all foreign nationals who have been in mainland China within 14 days of their intended travel to Fiji, according to a statement by the Department of Immigration of Fiji on 2 February.
Gabon
On February 7, the government has decided to suspend, until further notice, the access to Gabon of any passenger coming from China.
Grenada
From 2 February, visitors who have been in China in the last 14 days will be denied entry.
Guatemala
From 31 January 2020, anyone who have been to China in the last 15 days will be denied entry.
Honduras
From 8 February 2020, visitors who have been in Asian and North American countries with identified cases of novel coronavirus within 14 days will be quarantined for 14 days.
Israel
The Interior Minister announced on 31 January 2020 that anyone who had visited China over the past two weeks who is not an Israeli citizen or permanent resident will now be banned from entering the country through a land or sea crossing until further notice.
The ban does not apply to those who have a valid ticket for a flight that departs from Israel within six hours of the time they entered the country.
Israel has advised Israeli citizens to defer travel to Singapore.
Jamaica
All persons entering Jamaica from China will be subject to immediate quarantine for a minimum of 14 days. Individuals returning from China who have been granted landing privileges and who show any symptom of the novel Coronavirus will be put in immediate isolation.
Kurdish region of Iraq
From 1 February 2020, all visitors who have travelled to China since 14 January are denied entry.
Kuwait : Kuwait has advised its citizens to leave Singapore and not visit Singapore if the trips are not necessary.
Kyrgyzstan
From 1 February 2020, Kyrgyzstan-China border ports have been temporarily closed while all flights between Kyrgyzstan and China have been suspended. From 4 February, all travelers from countries with novel coronavirus outbreak s(including passengers entering Kyrgyzstan via a third country) must go through temperature check and upper respiratory tract sample test, and will be quarantined in a special zone for 2-3 days before the test results being delivered.
Laos
The Consular Department of the Ministry of Foreign Affairs has issued a notice to instruct "all international checkpoints bordering China to temporarily suspend the issuance of tourist visas for entry into the Lao PDR for all visitors wishing to travel from China, commencing 2 February 2020 until further notice".

Lao Airlines currently runs commercial flights to Changsha, Changzhou and Chengdu from Vientiane.
Lesotho
Lesotho has the strictest health checks on symptomatic  travellers with covid in Africa. Travellers entering the country are screened and registered with residence address. Those with temperature higher than 37.5℃ will be quarantined immediately at designated locations. Travellers with temperature equal and lower than 37.5 ℃ will be quarantined at home for at least 14 days for the health officials to run full tests to ascertain whether or not they have the virus. If they show symptoms within 14 days, they will be transferred to designated location for further quarantine.
Liberia
From 2 February 2020, travellers from China are subject to a 14-day medical quarantine.
Madagascar
All travellers coming or transiting from China must be quarantined. Airlines flying to Madagascar are recommended to avoid carrying relevant passengers, as they are responsible for the quarantine. At the airports and ports, all passengers and flight attendants arriving in Madagascar must go through temperature check and answer travel itinerary questionnaires.
Maldives
From 31 January 2020, all direct flights between Maldives and China have been suspended. From 3 February 2020, all non-Maldives citizens who have been in or transiting from China will be restricted from entering the Maldives.
Malawi
All travelers arriving in Malawi are screened at the country’s airports. Those from COVID-19 affected areasy have to fill out health declaration forms. Those with abnormal temperatures or from Wuhan will be quarantined immediately. Those from China and other affected countries or regions have to be self-quarantined up to 14 days.
Mauritania
From 3 February 2020, all nationals who have been in China in the last 14 days or coming from China will be subject to quarantine for 14 days at designated locations.
Mauritius
From 2 February 2020, any foreign national residing in China or with a history of travel to and from China within the last 14 days will not be allowed to entry or transit in the Republic of Mauritius.


Mongolia
From 1 February until 30 March 2020, all borders between China and Mongolia will be closed, Chinese citizens and those from other countries transiting from China will not be allowed entry to Mongolia.

MIAT Mongolian Airlines has suspended all flights to Beijing and Hong Kong until further notice. Passengers wishing to visit Ulaanbaatar from Singapore may transit via Narita or Incheon. MIAT has code-sharing flights with Japan Airlines from these airports to Ulaanbaatar.
Mozambique
Arriving passengers will be screened and questioned about their travel history. Those with abnormal temperature will be quarantined immediately. All travelers from China are advised to be quarantined at home for 14 days.


Myanmar
Myanmar has suspended the issuance of visa on arrival to tourists from China, according to the statement by the Ministry of Foreign Affairs on 1 February 2020.

All Myanmar National Airlines and Myanmar Airways International flights to mainland China from Yangon have been suspended until further notice.
North Korea
North Korea has shut down all of its air and railway routes across its borders with China, and is keeping all foreigners arriving in the country via China isolated for up to one month.
Air Koryo has suspended all scheduled and chartered flights to mainland China. Its only international flight serves the port city of Vladivostok, Russia.
Oman
From 2 February 2020, all flights to and from China have been suspended. From 10 February 2020, travelers from China and other affected areas of the disease will be quarantined within 14 days at designated locations by the Ministry of Health. Passengers from China have to undergo health check when arriving at Muscat International Airport, fill in passenger health forms and submit health guarantees. Those with permanent residence in Oman can be isolated at home if they show no symptoms. Those without a permanent residence will be quarantined for 14 days at locations designated by the Ministry of Health.
Palau
From 5 February 5 to 31 March 2020, Palau prohibits entry of all travellers with travel history originating from or transiting through mainland China, Hong Kong and Macau within 14 days of their arrival in the country.
Exemption may be made to this prohibition for Palauan citizens and residents, provided that such persons submit to a comprehensive health screening and agree to a 14-day self-quarantine upon arrival in Palau.
Any person, including a crew member, a Palauan citizen, or a Palau resident, arriving into Palau at any point of entry is required to complete a health declaration form.
All resident workers of Palau are advised to carry their worker’s permit and immigration entry permit while traveling.
From 1 February to 31 March 2020, Lanmei Airlines' flights from Macau to Palau are suspended. There are no flights from Hong Kong to Palau since late 2017. Commercial flights from mainland China to Palau have never existed.
Pakistan
At the airports, travellers from China have to go through temperature check. Those with normal temperature will be allowed entry but should be quarantined at home for 14 days. Those with abnormal temperature will be taken to designated hospitals for quarantine and medical observation.
Panama
Travellers from China and other countries with confirmed cases must go through temperature check, complete and submit a physical condition application form, and answer telephone inquiries after entering the country. From 2 February 2020, travellers from China and cities with death cases will be subject to 14-day medical observations at home, and will be quarantined if they have suspected symptoms.
On 12 February 2020, the Panamanian Ministry of Health announced that it will strengthen the control measures of 14-day home isolation for travelers from countries with confirmed cases of covid. In addition to following up by phone, home inspections by authorities may also be conducted, and those who do not comply with the quarantine measure will be fined 500 to 5,000 US dollars.
Philippines
Any person coming from China and its special administrative regions (SARs) Hong Kong and Macau will not be allowed entry, except Filipino citizens and foreigners holding permanent resident visas issued by the Philippine government, while they should be quarantined for 14 days after entry.
Papua New Guinea
From 31 January 2020, any persons who have been to China in the last 14 days will not to be allowed entry, unless they have spent more than 14 days in other countries or regions before their entry to Papua New Guinea.
Qatar : Qataris are advised to leave Singapore and defer travel to Singapore.
Sierra Leone
All passengers travelling to Sierra Leone will be screened. All travelers who have been in China in the last 14 days will be quarantined for 14 days.
El Salvador
On January 31,  El Salvador has suspended the entry of tourists from China, and anyone who has been in China recently will be denied entry.
Samoa
All travellers originating from or transiting through mainland China must spend at least 14 days in self-quarantine at the last port that is free of the covid, and must undergo medical clearance within (3) days prior to final route to Samoa. This must be their final stop before travelling to Samoa.
Anyone arriving in Samoa from countries with confirmed Imported cases including Australia, Singapore, Japan, Vietnam and Thailand will require medical clearance 3 days prior to travel to Samoa.
If in the event that a traveler arrives within the 14-day period, health quarantine may deport them to the country of travel origin if they are a non-resident.
Solomon Islands
Anyone who had visited a country with a confirmed case in the past 14 days will not be allowed to enter the country and will be requested to board the return flight or be subject to detention or quarantine.
Seychelles
With effect from February 3 all airlines with flights bound for Seychelles are advised not to board any passengers (except returning Seychellois residents) who have been to China in the last 14 days.
Sierra Leone
All passengers travelling to Sierra Leone will be screened. All travelers who have been in China in the last 14 days will be quarantined for 14 days.
South Africa
The government has intensified screening at all ports of entry. Persons returning to South Africa from China or other countries where a novel coronavirus outbreak has occurred will be quarantined at home for 14 days.
South Sudan
South Sudan has begun screening all travelers at airports, travelers from infected countries or regions have to report their health information, address and contact information when entering the country. Those with abnormal temperature will be sent to quarantine centres immediately. Those without symptoms must be self-quarantined at home for 7 days and report health information within 14 days.
Suriname
From 5 February 2020, travellers (including crew members and passengers) who have been to China in the past 14 days are prohibited from entering, except for residents of Suriname.
Tajikistan
From 1 February 2020, visitors who have recently been China will undergo health check and be quarantined at designated hospitals for 14 days, after entering Dushanbe Airport. From 3 February 2020, all flights between China and Tajikistan will be suspended.
Thailand : Thai nationals are advised to defer travel to "high-risk" areas such as China, Singapore and Japan. However, the airlines operating flights from Thailand to these countries have not suspended flights. Ticket refunds from low-cost airlines and some travel agents are impossible.
Timor-Leste
From 5 February 2020, the measure of interdiction of entry into national territory is applied to foreign citizens who have been in transit in the last four weeks in the province of Hubei, People's Republic of China, to foreign citizens who have been out or transited in the People's Republic of China in the last four weeks, and may be allowed entry into the national territory by submitting a medical report with photo, issued by a medical institution internationally recognized.
Trinidad and Tobago
Persons who are presently living in China or visiting China, regardless of their nationality, will not be allowed to enter Trinidad and Tobago for 14 days after leaving China.
The Federated States of Micronesia
Persons Travelling directly or indirectly, either by air or sea transport, from anywhere in mainland China since January 6 (valid until  31 March 2020), are banned from entering into the FSM. Persons travelling into FSM from countries, states or territories with confirmed cases of the Coronavirus (other than mainland China) are not allowed to enter into the FSM unless they have stayed in countries, states or territories with no confirmed cases of covid for a period of no less than 14 days immediately prior to their entry into the FSM (valid until 28 February 2020).
The Marshall Islands
From 2 February to 2 March 2020, all travelers from mainland China, including Hongkong and Macau, will be denied entry.
The Northern Mariana Islands
The Northern Mariana Islands Governor Ralph DLG. Torres issued an executive order on 29 January that indicates the Commonwealth Ports Authority to seek to suspend travelers from mainland China arriving directly and indirectly into the CNMI.
Tajikistan
From 1 February 2020, visitors who have recently been China will undergo health check and be quarantined at designated hospitals for 14 days, after entering Dushanbe Airport. From 3 February 2020, all flights between China and Tajikistan will be suspended.
Turkmenistan
Control is carried out on persons coming from the 28 countries or regions where the coronavirus is detected. Travellers displaying symptoms of possible exposure and/or travel histories indicating possible exposure will be sent to hospitals for a 2-7 days mandatory quarantine upon arrival at Turkmenistan airports.
Vanuatu
From 31 January 2020, travellers from China (including Hong Kong and Macau) are required to provide personal health certificates, and the dates of issue of the certificate should be within 14 to 30 days after leaving China. Otherwise they will be denied entry.

Vietnam
Vietnam declares public health emergency and halts all flights to and from mainland China.
The country has stopped issuing tourist visas for foreign visitors who had been in China in the past two weeks.
From 5 February 2020, foreign nationals currently in China will be suspended from entering Vietnam for the purpose of work, business, and visiting relative(holding DL, LD, DN, DH, VR Visa, except for diplomatic and official purposes.

Croatia, Cuba, Dominica, Ecuador, Egypt, Ethiopia, Eritrea, France, Georgia, Germany, Greece, Guinea, Hungary, Iceland, Iraq, Ivory Coast, Kenya, Kuwait, Lebanon, Lithuania, Malawi, Mali, Mexico, Moldova, Montenegro, Morocco, Nepal, Nicaragua, Niger, Nigeria, North Macedonia, Qatar, Serbia, São Tomé and Príncipe, Tanzania, Thailand, Tonga, Turkey, Uganda, United Arab Emirates, United Kingdom, Ukraine, Uruguay, Uzbekistan, Venezuela, Zambia, etc.
