MVC vaccine MVC-COV1901 passed the EUA, and President Tsai Ing-wen and Vice President Lai, who have always insisted on the plan to administer domestic vaccines, were asked when the vaccine will be administered. The government issued a statement that it will follow the command centre’s plan to open up the vaccination plan, and if there is a final decision, it will be explained to the public in due course.
“All of these that are reported are a logical extension of a plan that China has been pushing for some time,” he said.
In addition to the new silos in Yumen, there were reports of 16 new silos east of the city of Jilantai, according to another satellite imagery analysis done over a period of two years by Hans Kristensen and published by the Federation of American Scientists in February.
The Epoch Times couldn’t independently verify if the 144 new silos under construction in China include the 16 identified by Kristensen.

Possibility of US-China Conflict
Kunal Singh, a doctoral candidate in the Department of Political Science at the Massachusetts Institute of Technology who studies nuclear weapons, told The Epoch Times in an email that he views the increase in silos as an indication of the Chinese leadership becoming more serious about the possibility of a U.S.-China conflict in the coming years.
“Any such conflict can remain limited but can also escalate even if none of the parties want it to,” said Singh. “China does not have nuclear parity with the United States. Far from parity, China is believed to have just enough nuclear warheads so as to threaten some retaliation after the United States strikes first.”
Abhishek Darbey, a research associate with the New Delhi-based Centre for China Analysis and Strategy, told The Epoch Times over the phone that the United States has around 5,500 nuclear weapons and the Chinese have around 350.
“There is a huge gap,” said Darbey. “Also, in terms of the deployment, the United States has nearly 1,376 nuclear weapons at any one time, while the Chinese have 50-70 ICBMs.”
Singh said this parity indicates China doesn’t have a large number of backup forces and building silos is a way to make sure that the United States will have to squander many of its missiles on these silos if it ever decides to strike China first.
“These silos could absorb a large number of U.S. missiles and this, China hopes, will keep the mobile missiles safer,” said Singh. “Essentially, the move seems to be driven by a calculation that a U.S.-China conflict has become much more likely, and hence, Beijing cannot just rest easy with its wafer-thin second-strike survivability.”
According to the CIA, China’s present development of its road-mobile solid-fuel ICBM force was triggered by the deployment of Trident II D5 missiles by the U.S. Navy in the Pacific, said Kristensen.
“This action-reaction dynamic is most likely a factor in China’s current modernization,” he said.
Chandrashekhar said that by building more silos, China is sending a clear message to the world.
“The silos for the DF 31 and DF 41 may be just to make sure that China’s second-strike capability is improved and to state it clearly … make it known to all that they have the numbers and the mobility to survive and retaliate,” he said, adding that these missiles are all directed at the United States.
“Other missiles located all over China on mobile transporters, submarines, aircraft, and ships—along with several other platforms and weapons—address regional actors such as Japan, Guam, and Taiwan,” said Chandrashekhar.
Kristensen mentioned in his report that the U.S. Air Force has 450 silos, of which 400 are loaded.

Pressure on the Region
According to Singh, if the silo buildup is preparation for a possible conflict with the United States, that brings up questions for regional U.S. allies.
“Indirectly, if the silos are an indication that a conflict over Taiwan is coming sooner than we expected, that raises a number of questions for Indo-Pacific countries like India, Japan, and Australia,” said Singh. “Each will have to decide the kind of role it has to play in the run-up to such a conflict and during the conflict.”
Darbey said U.S. military activities have increased around the eastern coast of China, the Taiwan Strait, and the South China Sea. Almost every day there’s an American aircraft or a ship near the Chinese coast.
Such activities are usually followed by some Chinese military response and other diplomatic reactions from the Chinese foreign ministry, he said.
“These activities from either side are escalating both in terms of frequency and severity, and it has really created pressure for the Chinese Communist Party,” said Darbey. “The silos are actually to create a deterrence against the U.S. for any possible intervention in the Taiwan Strait, Taiwan, or China.”
The Biden administration also sent an unofficial delegation to Taiwan in April this year, which the Chinese regime objected to, saying that it’s against the bilateral agreement signed between the two sides. Darbey noted that the United States also supports Taiwan militarily, which has always irked the regime.
Chandrashekhar, however, said that the likely possibility of any tense situation escalating into a hot war is very low.
“Small conflicts, tit-for-tat responses, especially in the South and East China seas, saber-rattling, a lot of media hype—all will happen,” he said. “Direct war? Unlikely.”

Diplomatic breakthrough! Taiwan opens Representative Office in Lithuania
Reporter : Chen Yuren
Taiwan has scored a diplomatic breakthrough again! Foreign Minister Wu Zhaoxie announced today (20 July) that after 18 years, Taiwan once again set up representative offices in European countries and set up the first "Taiwan Representative Office in Lithuania" in Lithuania in the Baltic Sea. This is the first in Europe to have "Taiwan" as its name. The establishment of the representative office has made European friends understand that the Republic of China represents 23 million people.
In 2020, the Republic of China only established representative offices in the Horn of Africa and Somaliland. This is a rare diplomatic breakthrough in recent years. After the Tsai government took office, mainland China put pressure on it and Taiwan broke off diplomatic relations with Solomon Islands and other countries with diplomatic relations.
The People's Republic of China's official response to the establishment of an office this time by the Republic of China is also worthy of attention.
Lithuania has repeatedly disclosed that it is willing to set up a representative office in Taiwan before the end of 2021. In the future, after the establishment of the representative offices of the two countries, it is expected to increase bilateral economic and trade exchanges.
Wu Zhaoxie said that the Taiwan representative office in Somalia is the world's first representative office under the name of Taiwan, and Lithuania is the first in Europe. However, there are no plans to promote the name change of other embassies in Europe. He also expressed that he highly welcomes Lithuania to complete its establishment in Taiwan by the end of this year. As for the schedule and regulations, the Taiwanese respect Lithuanian domestic legal amendments.
In an interview this morning, Executive President Su Zhenchang also expressed his admiration for Lithuania. It is at the forefront of the pressure of the enemy country. The whole country insists on freedom, democracy and human rights. If virtue is not alone, there must be neighbours. He is willing to set up representative offices between the two countries and set up offices there.
Representing Taiwan’s public opinion, walking where the world can see, even small countries as far away as Lithuania will see Taiwan.
The Ministry of Foreign Affairs stated that in order to expand the Republic of China's substantive relations with Central and Eastern Europe, especially the Baltic countries, and strengthen cooperation and exchanges in various fields, after consultation and agreement between the two governments, Taiwan will soon establish a "Taiwan Representative Office in Lithuania" in Vilnius, the capital of Lithuania. Various preparatory operations are in progress.
Lithuania is located in northeastern Europe, bordering the Baltic Sea to the west, with an area of approximately 65,300 square kilometers, 1.8 times that of Taiwan, and a population of approximately 2.8 million.
Lithuania is a member of the "Organization for Economic Cooperation and Development" (OECD) and is also a member of the European Union and NATO. Its industrial strength includes lasers, biotechnology, satellites, information and other industries that are world-renowned. It is also known for forest resources and agricultural and animal husbandry products. Furniture manufacturing and cheese industries are also very developed.
In recent years, Lithuania has been committed to promoting financial technology innovation. Its capital was ranked 24th among global cities with the potential to attract foreign direct investment (FDI) by the Financial Times in 2021.
The Ministry of Foreign Affairs stated that in the future, Taiwan and Lithuania will have many mutually beneficial cooperation in the fields of economy, trade, industry and technology. The Lithuanian government has taken the initiative to explain on many occasions recently that it plans to set up an office in Taiwan this fall to expand the Asia-Pacific market.
The Ministry of Foreign Affairs stated that Lithuania has always adhered to universal values such as democracy, freedom and human rights, and is a friendly partner with similar ideas to Taiwan.
For example, for two consecutive years, more than half of Lithuania's parliamentarians have co-signed a letter to the Director-General of the WHO to support my participation in the World Health Assembly. Recently, Lithuania has taken the initiative to announce the donation of 20,000 doses of vaccine to Taiwan, demonstrating its sincere friendship with Taiwan.
Both Taiwan and Lithuania are at the frontline of the strategy of defending democratic and free systems. Through the close connection of shared values, the people of the two countries will continue to work together to exert positive and good forces and contribute to world peace, stability and prosperity. Wu Zhaoxie also said that the establishment of Taiwan's office in Lithuania this time is the establishment of a representative office in Europe after 18 years, following the establishment of an office in Slovakia in 2003, highlighting Taiwan's determination to continue to actively expand and enhance its substantive relations with European countries and these are results of hard work.

Espionage is rampant, U.S. sues China's National Security 4 hackers
On 19 July 2021, various departments of the U.S. government jointly launched a lightning strike, targeting Chinese hackers.
The National Security Agency, the Cybersecurity and Infrastructure Security Agency (CISA), and the Federal Bureau of Investigation (FBI) issued assessment reports, pointing to the CCP’s malicious cyber activities as a major threat to the United States and its allies.
According to the report, the CCP uses national power to fund hacking operations, actively targeting the political, economic, military, educational, and critical infrastructure personnel and organizations of the United States and allies, stealing sensitive information, data, and emerging key technologies. The purpose of these overall actions is to support the CCP's long-term economic and military development goals; at the same time, hackers also blackmail private companies for personal gain.
Importantly, the report also revealed more than 50 strategies, techniques, and procedures used by Chinese hackers to invade the networks of the United States and allies, and gave technical advice to deal with these threats.
According to a report by the Voice of America, James Andrew Lewis, Director of the Strategic Science and Technology Program at the Center for Strategic and International Studies (CSIS), said that the CCP has been engaged in cyber attacks for 20 years and has become more rampant in the past 10 years. The main source of espionage attacks".
He quoted an FBI source as saying, "China (the CCP) spying on the United States is more serious than they have seen during the Cold War."
In response, the US Department of Justice also took action on the 19th to prosecute four related Chinese citizens.
The department alleged that between 2011 and 2018, four people participated in global computer intrusion operations. Among them, Ding Xiaoyang, Cheng Qingmin and Zhu Yunmin were staff members of the Hainan Provincial National Security Department under the Ministry of National Security of the Communist Party of China.
The three people conspired with the Hainan National Security Department to establish a front company, Hainan Xiandun Technology Development Co., Ltd., to obscure the CCP’s role in this type of theft. At the same time, they are responsible for coordinating and managing hackers and other personnel working for the front company to carry out cyber attacks that are beneficial to the CCP.
In addition, the three also cooperated with staff and professors from many universities in mainland China, and asked each other to assist the Ministry of National Security in recruiting hackers and linguists to infiltrate and steal the computer network of the target entity, including colleagues from many foreign universities.
The other defendant was named Wu Shurong, a computer hacker who created malware to invade the computer systems of foreign governments, companies and universities, and supervise other hackers of Hainan Xiandun Company.
According to the Ministry of Justice, the defendants were each charged with a crime of “conspiracy to commit computer fraud” with a maximum sentence of 5 years in prison, and they were also charged with a crime of “conspiracy in economic espionage” with a maximum sentence of 15 years.
At the same time, the website of the Ministry of Justice also hangs out the FBI's wanted warrant for the four persons mentioned above. Except for Cheng Qingmin, the other three have attached big head photos.

The European Council stated on the 19th that EU member states support Washington’s report, which means that the CCP is responsible for the Microsoft hacking.
British Foreign Secretary Dominic Raab said, “The Chinese (CCP) government must end this systemic cyber damage. If it fails to do so, it will be held accountable.”

Dam collapse of two reservoirs in Inner Mongolia
On 19 July, the Ministry of Water Resources of the Communist Party of China issued a document saying that from 8:00 on the 17th to 14:00 on the 18th, there was a torrential rain to heavy rain in Molidawa Banner, Hulunbuir City, Inner Mongolia. The maximum rainfall was 223 mm at the Molidawa Qi weather station. .
Due to continuous heavy rainfall, the Yong'an Reservoir on the Civaltu River in Moridawa Banner collapsed at about 2 pm on the 18th. Then, at about 3:30 in the afternoon that day, the Xinfa Reservoir at the downstream of Yong'an Reservoir also collapsed. .
The video of the dam bursting taken by netizens showed that under the turbulent flood, the dam was like a building block, and a huge hole was instantly swept away. A man shouted, "It's over, it's over, it's over, the dam has burst."
On the 19th, local villagers in Yong'an Village told Lu Media that her crops were destroyed and the house was okay. In the village, only the mobile phone with the telecommunications card could get through.
Another villager, Mr. Li, who was out of town, said that the road from the village to the county seat is currently being broken by water. He cannot go home to understand the specific disaster situation. He has planted more than 120 acres of rice. "It is estimated that there is nothing left. ".
According to the WeChat public account "Hulunbuir Release", on the 18th, Yong'an Reservoir and Xinfa Reservoir burst and collapsed one after another, causing more than 16,000 people to be affected and more than 325,000 acres of farmland flooded. Public-private partnership? Digital totalitarian? Xiaomi donated 2 billion to express its position
Recently, there is another news in China that has attracted the attention of the outside world: Lei Jun, chairman of the mobile phone manufacturer Xiaomi, made a big move.
Based on reports from China’s financial media, Xiaomi Group released a major announcement on the Hong Kong Stock Exchange on the 16th, stating that Lei Jun has donated up to 616 million shares of Xiaomi’s Class B shares to two charitable organizations he participated in. The value of this donation is as high as $2.2 billion. After the donation, Lei Jun's shareholding was only 10.6%.
In an interview with Radio Free Asia, Zhejiang businessman Jiang Jie said that in the past two years, including Alibaba’s Jack Ma, Tencent’s Ma Huateng, Pinduoduo’s Huang Zheng, Bytedance’s Zhang Yiming, and JD’s Liu Qiangdong have all resigned or stayed away. Management.
It is reported that Brock Silvers, the chief investment officer of Hong Kong private equity firm Kaiyuan Capital, said that it may not be accidental that the Chinese rich in science and technology have indicated that they want to donate and do charity. One of the reasons may be related to the recent strong purge of the Chinese Communist government.
Last Friday (16 July), Peng Huagang, Secretary-General of the State-owned Assets Supervision and Administration Commission of the State Council of the Communist Party of China, said at a press conference that the State-owned Assets Supervision and Administration Commission will vigorously promote integration through free transfers, paid acquisitions, and joint-stock cooperation.
Businessman Jiang Jie believes that although private enterprises have been the most dynamic market players in China in the past 40 years of reform and opening up, once private enterprises become bigger, the government will be busy cutting leeks, so private enterprises will gradually be eliminated.
On the other hand, Jeffrey Financial analyst Li Yusheng believes that one of the goals of the CCP to strengthen its control over the network technology industry is to ensure that private companies are not too big or too strong. The huge donation is consistent with the CCP government's goal of weakening private companies.
In addition, the "Wall Street Journal" stated that the CCP is still conducting another data-related operation. Some cities are testing data centers so that private companies and the government can share data.
The CCP will also implement the "Data Security Law" on September 1, requiring the establishment of a data review system. Analysts and legal experts said that the wording of this law is vague. On the one hand, it gives the government more leeway in controlling important data. On the other hand, it also makes it more difficult for Chinese and foreign companies to refuse relevant requests. To put it bluntly, the CCP wants More intervention in the internal affairs of private enterprises.
Earlier, it was reported by mainland official media that Xi Jinping once told Ma Huateng that Tencent’s massive amount of information "is very valuable to the government’s advice."
Official documents also continue to show that the CCP is asking large technology companies to provide data; at the same time, Chinese technology companies are also collecting a lot of personal data, and Xiaomi is of course one of them.
Public information shows that Lei Jun, the founder of Xiaomi, is a retired soldier and an investor in Galaxy Aerospace, who is deeply involved in the development of equipment and technology of the Chinese military.
Earlier this year, the US Trump administration included nine Chinese companies, including Xiaomi Group, on the CCP’s military blacklist. The outside world believes that the United States should have conclusive information and believe that Xiaomi threatens the core strategic interests of the United States.
Regarding Xiaomi's reliance on donating shares, some netizens asked, "After paying the protection fee, will the gangsters not rob you?"
