Unions accuse Cambodian airport company of unwillingness to deal with staff but company denies

The union leaders of Phnom Penh, Siem Reap and Sihanoukville International Airports have jointly sued the General Director of Cambodia Airports for intentionally obstructing and refusing to negotiate a joint convention with the unions to resolve the issue of laid off employees. The plaintiffs are So Sao Boeun, president of the Phnom Penh International Airport Independent Workers 'Union, Rang Ravan, president of the Cambodian Tourism Industry Trade Union of Siem Reap Airport, and Ton Sokong, president of Sihanoukville Airport Workers' Union. The union leaders claimed that the company was looking for ways to dissolve the union and prevent it from negotiating a new collective agreement.
 
At this point, Mr. So Sao Boeun told the media by telephone on 27 July that the company has a lot of tricks and no willingness to negotiate for more than 3 years. "When applying for negotiations, the company has an excuse to negotiate with branches in Phnom Penh, Sihanoukville and Siem Reap," he said. "We have raised some technical issues with the Ministry of Labor and are awaiting clarification from them," the director of public relations at Cambodia Airports told the Post in an email. Cambodia foreign ministry is looking into the matter of "Chinese hackers"

According to The Phnom Penh Post, the U.S. and its allies have joined hands to expose what they allege to be China’s Ministry of State Security’s malicious cyber activities around the world. Their attention also turned to Cambodia with the U.S. Department of Justice (DOJ) claiming that four Chinese hackers stole data concerning the Mekong River from a Cambodian ministry in January 2018.

The DOJ issued a press statement on 19 July 2021 accusing four Chinese nationals of involvement in a “global computer intrusion campaign targeting intellectual property and confidential business information, including infectious disease research”.

According to the prosecutor’s indictment filed with the court in the southern district of California, the four members of the conspiracy had infiltrated the network of a “Cambodian government ministry” in January 2018 and stolen data pertaining to discussions between the CCP government and Cambodia over use of the Mekong River.

The document states, “On or about January 10, 2018, the same day that the People's Republic of China (PRC) was engaged in discussions with multiple countries, including Cambodia, concerning use of the Mekong River, members of the conspiracy stole data from a system operated by ‘Cambodian Government Ministry A’ pertaining to those discussions, and stored that data at DOMAIN 6, where it was protected with the password “goodperson”.

Although the indictment said the conspiracy also recruited Cambodian linguists to translate the data, it did not elaborate on what the stolen data was specifically about.

On 10 January 2018, Cambodia hosted the second Mekong-Lancang Cooperation (LMC) meeting in Phnom Penh under the theme Our River of Peace and Sustainable Development.

The meeting was co-chaired by Prime Minister Hun Sen and Chinese Premier Li Keqiang and attended by the leaders of the Mekong countries including Lao Prime Minister Thongloun Sisoulith, Thai Prime Minister Prayut Chan-o-cha, Vietnamese Prime Minister Nguyen Xuan Phuc and Myanmar’s Vice President Myint Swe.

On 22 July 2021, wire service Reuters reported the indictment and quoted unnamed sources who claimed that the hackers had stolen data from the Ministry of Foreign Affairs and International Cooperation.

Reached on 25 July, Cambodian foreign ministry spokesperson Koy Kuong said the ministry was looking into what was being reported.

Ministry of Posts and Telecommunications secretary of state So Visothy said on 23 July that his ministry has no comment regarding whether the hacking took place, what data was stolen and whether it had any importance.

Ministry of Water Resources and Meteorology spokesman Chan Yutha could not be reached for comment on 25 July 2021.

US embassy spokesman Chad Roedemeier declined to comment on the matter, referring the reporter to the US court indictment and the press release issued by the White House.

CCP embassy in Phnom Penh denies Mekong hacking

The CCP embassy in Phnom Penh on 22 July 2021 firmly denied the accusation that four Chinese hackers from the Ministry of State Security had hacked and stolen Mekong data from a Cambodian ministry.

The embassy said, “China has been solidly opposing and combating cyber attacks of all forms. China never does [these attacks] nor will it encourage, support or condone cyber attacks. As a matter of fact, the United States is the largest source of cyber attacks in the world.

“US wiretapping and surveillance know no bounds, not even its ‘allies’. On the issue of cybersecurity, the US has long forfeited the last shred of credibility. Trumping-up charges, projecting their guilty conscience onto others, and sowing discord everywhere is nothing but a case of ‘the emperor’s new clothes’ – [it is] worthless misinformation and self-deceit,” the embassy alleged.

The CCP embassy also took aim at Reuters for reporting what it called the “unwarranted accusations of the US Justice Department”. The Reuters’ article, the embassy said, is based entirely on fabrications and falsehoods by the US and it is replete with factual and logical inconsistencies.

The CCP embassy said it never received any request for comment from Reuters regarding the matter prior to the story’s publication.

No further information on hacking, MRC data are openly accessible

The Mekong River Commission (MRC) said they were aware of the situation from news reports, but had no further information as the hacking was not targeted at the MRC Secretariat.

“It’s not immediately clear as to what type of data that the hackers have stolen, and we don’t know why they made this attempt. But there must be something interesting or important that motivated them to do so,” the Secretariat said.

It said most data at MRC is publicly available and hosted on a data portal. The portal represents a storehouse of data where at least 10,333 datasets are currently available. The datasets include current and historical hydro-meteorological and climate time-series, spatial maps, atlases, photographs and sectorial datasets that can all be easily accessed.

“While the data sets are important, nothing is confidential on our platform, and it is meant for everyone who is interested in Mekong development and status,” it said.

Digital security consultant Nget Mose said on 25 July that there was no information available yet as to what data was stolen or what the motive was.

“This happened in 2018 but we’re just hearing the news now when the US Department Of Justice released it,” he said.

He said if there were meetings that were private or closed-door, then the hackers probably wanted the meeting documents and Chinese hackers would have an interest in these political meetings because the Mekong River flows from China.

“As to why the documents would be important to hackers, it depends on the definition of hackers. Only they know what they wanted the data for. We as victims cannot know its importance. We only know that it was important documents related to meetings between our country and the neighboring countries on the Mekong,” he said.

Phea: Hard to judge DOJ statement, Cambodia needs to strengthen its cybersecurity

Kin Phea, director of the Royal Academy of Cambodia’s International Relations Institute, said it was hard to judge whether what the US said was true because both the US and China often accused each other of various misdeeds.

“Only the US, China and Cambodia can say whether it is true or not. What we’ve noted is that accusations by each of these two countries against each other happen very often. Sometimes China accuses the US and vice versa regarding hacking. The US also accused North Korea of hacking various US entities,” he said.

He said it is difficult to determine the veracity of such accusations because it requires technology, independent researchers and investigators with expertise.

Phea said China, the US, Russia and some others are all countries with advanced technology that allows them to easily steal data from other countries.

He said, “We used to hear that the US used to tap the telephone lines of their allies in Europe and Asia, but we didn’t say they hacked them.”

Phea said whatever the truth of the matter might be, it is clear that Cambodia needs to be careful and strengthen its cybersecurity, especially in the national defence and security sectors.

Kachin Army to carry out extensive covid tests in Northern Myanmar


The Kachin Independence Army (KIA) says it will carry out extensive COVID-19 tests in Laiza after coronavirus cases were reported in two displacement camps near its headquarters.

The armed group’s COVID-19 prevention and control committee on Wednesday asked people to stay at home until further notice.

“Health workers said everyone in every house, both adults and children, will be tested for coronavirus. The majority of residents have already received COVID-19 jabs. They are apparently doing tests as a preventative measure because of recent infections,” said a Laiza resident.

The KIA’s COVID-19 committee urged residents to report if they get sick, warning that punitive action will be taken against those who fail to cooperate.

To prevent the spread of the virus, the KIA has restricted entry to Laiza and Maijayang, another town controlled by the KIA on the Chinese border since the first week of July. However, hundreds of people, mostly students, were infected with the virus in Maijayang.

Myanmar Junta to build 10 crematoriums

Myanmar military seizes medical oxygen imported by charities

A colonel in the Myanmar military has admitted seizing 100 medical oxygen cylinders officially imported from Thailand by Yangon charities to treat COVID-19 patients.

Colonel Myo Min Naung, first member of the junta’s Administration Council in Karen State, ordered the life-saving oxygen to be seized as the cylinders were brought into Myanmar on Saturday via the Thai-Myanmar Friendship Bridge No. 2 in Myawaddy, a border town in Karen State, eastern Myanmar.

The colonel subsequently denied confiscating the oxygen, telling junta-controlled newspapers that he had only borrowed them for emergency use.

“We have ordered 100 cylinders for Karen State and already paid for them. At first, it was not important when we get those cylinders. But, unfortunately, the oxygen plant in Mawlamyine, from where we were collecting oxygen for Karen State, broke down. So I decided to take those 100 cylinders for hospitals and COVID-19 centers that need them urgently,” he said.

However, those at the scene said junta forces acted in a threatening way, displaying their weapons as they took the oxygen cylinders, while using COVID-19 patients in Karen State as an excuse. The junta troops took the cylinders despite an intervention from Major Mote Thone of the Karen State Border Guard Force based in Myawaddy.

On Saturday evening, military regime forces handed 800,000 Thai Baht (around 40 million kyats) to the importer of oxygen cylinders as a guarantee that they would return the cylinders to him.

State news blackout on covid affecting Myanmar military

The State Administrative Council (SAC), the governing body of the military regime, has imposed a news blackout on COVID-19 deaths in the military, despite widespread infections.

The infected junior personnel and their families do not receive treatment at military hospitals until their conditions are serious. Until then they are ordered to isolate in their accommodation, said military personnel.

“Four cases have been found in my unit and many more are sick. [The commanders] do nothing for them. They were transferred to [military hospitals] only when they had difficulty breathing,” said a soldier from a battalion in Meiktila, Mandalay Region.

“But they received no treatment at hospitals. [Doctors] only tell them to stay strong. They had to buy medicine. They were tested after two weeks and discharged if they test negative,” he said.

Widespread coronavirus infections have been reported among battalions in Yangon.

Personnel and their families who have fever and no sense of smell are ordered to isolate in their quarters, said a soldier assigned to help patients in a military hospital in Yangon.

“There have been many infections in my unit. I am still clear but I haven’t returned to my family for more than three weeks because I am concerned about infecting them. We are sliding into chaos and I don’t want to work any longer,” he said.

COVID-19 infections have also been reported among senior military leaders. Deputy Home Affairs Minister and Police Chief Lieutenant-General Than Hlaing and his wife and the wife and son of Adjutant General Lt-Gen Myo Zaw Thein are reportedly receiving treatment at military hospitals for COVID-19.

Some units in Yangon, including the Yangon Command Headquarters, have reportedly been placed under lockdown.

More than 300 Myanmar soldiers, 10,000 policemen infected with covid

More than 300 military personnel at an ordnance factory on the banks of the Pyay in Bago Region were infected with coronavirus and nine died last week. But the military regime only registered two deaths as COVID-19 fatalities, the independent media outlet Democratic Voice of Burma was told by “People’s Soldier”, a Facebook page run by striking military personnel.

Though Myanmar’s military initially revealed the infections and deaths of its personnel and their families, it is now hiding the COVID-19 death toll.

In early July, coup leader Senior General Min Aung Hlaing said there was enough oxygen in Myanmar. Since then, cemeteries in Yangon have been overflowing with bodies from coronavirus deaths with most fatalities blamed on a lack of oxygen.

At least 10 military personnel and their relatives have been dying per day at a military hospital in Mandalay due to a shortage of oxygen and doctors, Myanmar Now reported on Sunday, quoting a military medic at the hospital.

Another military medic, Major Min Maung Maung, said: “Though they had made preparations, they can’t handle it when the pandemic broke out. I want to question what they are doing. They can neither control the virus in the military nor provide proper treatment for the people. They keep saying that they are addressing but it is untrue.”

There have also been widespread infections among police amid independent media reports of around 10,000 police officers infected with coronavirus nationwide.

Around 100 trainees caught COVID-19 at the training school of the Criminal Investigation Department in Yangon’s Insein Township in early July.

“The military leaders have no goodwill not only to the people or lower ranks. The other ranks are becoming more aware of that. It has become more obvious during the COVID-19 outbreak that they are being ignored. It has become clearer that not only the people but also the soldiers are suffering from the bad legacy of the dictators,” said Capt. Nyi Thuta.

U.S. Defense Secretary chides Myanmar Junta

US Defense Secretary Lloyd Austin decried the actions of Myanmar’s military rulers on Tuesday and urged ASEAN to keep demanding an end to the violence.

“The Myanmar military’s refusal to respect the inalienable rights of the Burmese people and to defend their basic well-being is flatly unacceptable,” Austin said during a lecture in Singapore, the AP news agency reported.

“A military exists to serve its people, not the other way around. And so we call on the Myanmar military to adhere to the ASEAN five-point consensus and to forge a lasting peace,” he added.

The five-point document calls for an immediate end to violence and the start of a dialogue among contending parties, with a special ASEAN envoy mediating in the talks. However, the envoy has yet to be appointed.

Austin said the US would work with partners in the region to urge Myanmar’s military to “move in the right direction” and release civilians it has imprisoned.

The US general is in Southeast Asia visiting key countries and allies including Singapore, the Philippines and Vietnam to strengthen relationships.

At a virtual meeting with ASEAN foreign ministers in July, US Secretary of State Antony Blinken urged his Southeast Asian counterparts to press for an end to the violence in Myanmar, as well as for the release of all political prisoners in the country and a return to democracy.

The Myanmar military regime’s foreign minister, Wunna Maung Lwin, participated in the meeting.
