CCTV: Xi Jinping sent a message of "condolences" to Trump and first lady

According to Ming Pao's afternoon report at 6.30 pm of 3 October 2020, CCTV reported today (3rd) that President Xi Jinping sent a message of condolences to Trump, saying that he and his wife Peng Liyuan wish Trump and Mrs. Trump a speedy recovery.

Why did CCTV use the word "condolences" to convey Xi Jinping's best wishes to Trump and his wife, as if they had passed away? Or does the word "condolences" connote a positive message in CCP language?
