Following Xi Jinping's request to "strengthen legislation to stop catering waste", from the Standing Committee of the People's Congress of the Communist Party of China to the grassroots catering industry, one after another, weird laws were formulated. Recently, Hebei Province introduced new regulations to prohibit overeating, and offenders can be fined up to 10,000 RMB.

According to CCP media reports, on 24 September, the 19th meeting of the Standing Committee of the Hebei Provincial People’s Congress passed the "Regulations on Strict Economy and Opposing Food Waste", and the new regulations will be officially implemented on 1 November 2020.

The "Regulations" require that radio, television, and network platform providers prohibit the spread of "fake eating to induce vomiting", eating large amounts, exaggerated hunting, overeating and other extravagant behaviors. Violators will be ordered to correct, and if the circumstances are serious, a fine will be imposed and the relevant business will be suspended.

The "Regulations" require government agencies, state-owned enterprises and other officials to take the lead in demonstrating, cultivate the consumption habits of economical meals, advocate frugal ordering of meals based on the number of people who eat, and practice CD-ROM actions. In civil service activities, it is strictly prohibited to organize banquets or feasting in the name of meetings, training, etc.

In terms of weddings, funerals and family dinners, the "Regulations" require simple meals, and organizers should arrange meals reasonably according to the number of people and adopt frugal menu dishes.

In terms of catering, the "Regulations" require the operation to implement public chopsticks and spoons, double chopsticks, and meal sharing system, provide half-serving and small-serving dishes specifications, implement half-serving, half-price, and small-serving business methods to launch “set meals” Arrange the banquet process and the number of banquets.

At the same time, the "Regulations" warned catering operators that if they did not establish an economical meal reminder system, and did not post or display the signs of strict economy and anti-waste in a prominent position, the market supervision and management department would order corrections, and if they refused to make corrections, the penalty is 100 RMB and a fine of more than and less than 500 yuan.

If catering operators induce consumers to over-order meals or set minimum consumption, the market supervision and management department shall order corrections; if they refuse to make corrections, they shall impose a fine of 1,000 RMB or more but 10,000 RMB or less.

Some analysts believe that this highlights the imminent food crisis in China. So Hebei piloted new regulations and then implemented them nationwide to prohibit the Chinese people from overeating.

On 11 August, Xi Jinping advocated “food wise” for the whole people and called for “strengthening legislation to stop catering waste.” Everywhere, from the Standing Committee of the Communist Party of China to the grassroots catering industry, one after another followed suit and formulated dietary rules like flattering.

For example, some restaurants have launched "weighted meals"; some barbecue shops said that the meat that cannot be eaten can be returned and sold after high temperature sterilization; there are even table rules that diners have leftovers and the performance of the waiter is deducted, and the weight of 80 kg can be eaten Meat and so on.

Zhang Xuezhong, a mainland scholar, commented that China's truly shocking waste lies in government spending, not the people.
