On 1 October  2020, U.S. Congressman Scott Perry introduced a bill in the House of Representatives, requiring the CCP to be identified as a transnational organized criminal group and to take targeted crackdowns and sanctions.

U.S. Congressman Scott Perry announced, "This morning, I had the honor to introduce a bill in the U.S. Congress to give the CCP a very appropriate name, that is, a 'transnational organized crime group', because they are a criminal organization. It's a criminal."

Perry said that the CCP is forcibly detaining innocent people in an attempt to change the national culture, abolish the national language (other than Chinese), and force the organ harvesting of prisoners of conscience. The reason why the CCP can escape the crime is because the CCP is regarded as the legal ruler of China. Therefore, he must first expose his crimes and take punitive measures to prosecute the CCP and its followers.

U.S. Congressman Scott Perry said, "The Communist Party of China cannot be excused or pardoned by law, just because it is ruling China. This is the case, because they claim to be the legitimate government of China, they can escape from guilt, and escape from all kinds of horrible crimes known to everyone, such as repression and concentration camps. Whether it is (persecuting) Falun Gong and (Inner) Mongolia friends, or controlling Tibet, all crimes must stop. Their criminal behavior must be stopped. Be recognized and resisted by the whole world, and the United States must take the lead."

The new bill proposed by Perry will designate the CCP as a gang-like cross-criminal group based on the "Anti-Extortion and Bribery Organization Law", and cancel the CCP’s sovereign immunity, so that both in China and the United States CCP officials must be punished for crimes such as human rights violations committed on behalf of the CCP.
