As for whether strict outbound management means Beijing's "lockdown", Pan Xuhong, Deputy Director of the Beijing Municipal Public Security Bureau and press spokesman, said at the press conference on the 18 June that the epidemic has spread outward. Although Beijing has further stricted its management of leaving Beijing it does not mean the city is under lockdown.

Beijing forbids persons at risk of epidemic to leave Beijing, mainly for confirmed cases, suspected cases, close contacts, asymptomatic infected persons and persons with fever symptoms in the city. There are three types of people in contact, as well as people on the streets that are at middle and high risks of getting infected with the virus SARS-CoV-2.

To other people in the whole city, Beijing adheres to the principle of being highly responsible to other provinces and cities, and advocates not to leave Beijing unless necessary. If the personnel really needs to leave Beijing, a negative nucleic acid test should be done within 7 days. At present, there are many institutions with nucleic acid detection capabilities in Beijing, which can meet the detection needs. If the personnel really need to leave Beijing, they can leave Beijing safely after a negative nucleic acid test.
