At present, U.S.-China relations are deteriorating and worsening. On 17 June 2020, US President Trump signed the Uyghur Human Rights Act, sanctioning CCP officials who suppress human rights. On the same day, Yang Jiechi, Director of the Office of the Leading Group for Foreign Affairs of the Communist Party of China, led a team to the United States to talk with Mike Pompeo. The Uyghur Bill of Rights signed by Trump is tantamount to a blow to the CCP.

Hong Kong 01 quoted a senior US State Department statement as saying that at 9 a.m. on 17 June, US Secretary of State Pompeo and Yang Jiechi held a meeting at Hickam Air Force Base in Pearl Harbour. US Deputy Secretary of State Stephen Biegun also attended.

Washington did not announce the agenda of the talks beforehand. It is estimated that the two sides will discuss the US-China trade, the pandemic, and the CCP’s launch of the Hong Kong version of the National Security Law.

On the day of Yang Jiechi's talks with Pompeo, Trump signed a Uyghur human rights bill aimed at punishment of violations of Uyghurs and other ethnic minorities, authorizing Washington to sanction CCP officials involved in suppressing Uighurs.

Jim Risch, the US Senator and chairman of the Senate Foreign Relations Committee, said in a statement, "At least 1 million Uighurs and other minority Muslims are detained, which should be condemned and unforgivable, and must be investigated. It is the responsibility of the Chinese Communist Party and the government."

On 17 June, US President Trump signed a bill aimed at punishing human rights violations of Uighur and other minority Muslims-"Uighur Human Rights Policy Act." The World Uyghur Congress said the bill brought hope to desperate Uyghurs. A spokesman for the organization, Dilishati Resitti, said in a statement, "This is an important step against the Chinese government's serious violation of human rights and its accountability."

In addition to the Uyghur Human Rights Act, the "Republican Study Committee" of about 150 members of the US House of Representatives issued a national security strategy called "Strengthening America & Countering" (Strengthening America & Countering Global Threats). This 115-page report aims to "fight the CCP's actions that undermine the interests of the United States, reshape the world order, and promote alternative governance theories," and represents the most severe sanctions proposed by the US Congress to the Communist Party of China.

The report proposes that the United States impose sanctions on senior officials of the Communist Party of China and ban US visas for senior leaders of the Communist Party of China, including 25 members of the Political Bureau of the CPC Central Committee, 205 members of the Central Committee and 171 alternate members, and all 2280 representatives and spouses of the 19th CPC National Congress U.S. visa for everyone including children.

In addition to restricting visas for senior officials and family members of the CCP, the report also proposes to sanction the entire United Front Department officials and senior CCP leaders based on the CCP’s overseas influence movement, the detention of Xinjiang Uyghurs, and the crackdown on Hong Kong’s autonomy.

Suggested sanctions include: Wang Yang and Han Zheng, members of the Standing Committee of the Political Bureau of the Communist Party of China; Xia Baolong, Vice Chairman of the CPPCC; Wu Yingjie, Secretary of the Tibetan Party Committee; Chen Guoquan, Secretary of the Xinjiang Party Committee; and Luo Huining, Director of the Central Liaison Office.

Some Hong Kong media commented that the US side directly imposed sanctions on CCP officials, and the deterrent force is far greater than tariffs and exchange rates. The wealth of the Chinese Communist Party's wealthy families transferred to the United States has reached an astronomical figure. Although they insisted on safeguarding national interests and national security, they were actually more worried about the security of family interests and wealth.

Therefore, the US government sacrificed sanctions against individuals, "tantamount to hitting the seven inches of the CCP's elite."
