According to the Chinese Embassy in Singapore, in order to ensure the health and safety of international travel and reduce the risk of cross-border spread of the epidemic, according to the requirements of the relevant announcement issued by the Civil Aviation Administration of China, the General Administration of Customs, and the Ministry of Foreign Affairs on 20 July 2020, passengers from Singapore on essential business can enter mainland China. The specific method for boarding on flights and foreign passengers with a negative certificate of COVID-19 nucleic acid test is as follows:

1. General requirements

With effect from 28 August 2020, Chinese and foreign passengers who take flights from Singapore to PRC and transit via Singapore to PRC must present the negative nucleic acid test certificate issued by the testing agency within 5 days before applying for a green health code or health statement with the "HS" logo at the Chinese Embassy in Singapore. The airline checks the green health code or health status statement before passengers board the plane. It is recommended that passengers traveling to China bring a negative nucleic acid test certificate for future reference.

2. Testing time and testing organization

The nucleic acid test should be completed within 5 days before the passenger boarding and the corresponding nucleic acid test certificate should be obtained. The embassy in Singapore does not designate a specific testing agency for the time being. Passengers can choose any hospital or clinic published on the Singapore Ministry of Health website for nucleic acid testing. Relevant Chinese authorities only accept nucleic acid test results and do not accept other SARS-CoV-2 test results such as serum antibodies. Please contact medical institutions in advance for details of test types.

3. Chinese citizens apply for health codes

Chinese citizens should pass the WeChat Mini Program of the International Version of Epidemic Prevention Health Code within 24 hours of obtaining the negative certificate of nucleic acid test (name, passport number, test time, test result, name of the test institution, etc.) (see Annex 1 for the QR code) , Declare personal information and take photos and upload the negative nucleic acid test certificate. After being reviewed and approved by the Chinese Embassy, ​​the person concerned can obtain a green health code with the "HS" logo. Please pay attention to the flight during the validity period of the health code, and cooperate with the airline to check before boarding.

4. Procedures for handling declarations of health status of foreign citizens

After obtaining the negative nucleic acid test certificate, the foreign citizen should send the scanned copy of the valid passport data page, the negative test certificate and the applicant's signed health statement (see Appendix 3 for the sample) to the designated email address of the Chinese Embassy in Singapore :chinaemb.sg@gmail.com, the subject of the email is: "HS+name+departure date (YYYY/MM/DD)", for example, "HS+LimSmith+20200826".

After the Chinese Embassy in Singapore has passed the review, the scanned copy of the health statement with the official seal of the embassy will be sent back to the applicant by e-mail, please print it out and bring it to the airport. Please pay attention to the flight during the validity period of the health declaration and cooperate with the airline to check before boarding.

5. Important reminders

(1) If you are unable to complete the nucleic acid test in time and obtain a negative test certificate, and fail to hold the green health code with the "HS" mark or a valid health status statement before boarding, you will temporarily not meet the flight conditions and need to adjust the itinerary.

(2) At present, Singapore does not allow passengers to transit through Singapore to mainland China, and the airport transit area does not have the conditions for nucleic acid testing. Therefore, passengers who plan to transit to China in Singapore should pay attention to the websites of the relevant Singapore airlines, and be sure to confirm with the forward and backward carrier airlines whether the transit route is feasible before purchasing the ticket; if confirmed with the airline, be sure to depart Obtain the green health code or health status statement with the "HS" logo, and transfer flights within the validity period of the green health code or health status statement to avoid unnecessary economic loss or risk of detention.

(3) Passengers who take a flight from Singapore, transit through other countries, and whose final destination is mainland China, must also prepare a valid health code or health statement in accordance with the above requirements, otherwise it may result in failure to board the flight during transit.

(4) The validity period of the green health code with the "HS" logo is calculated from the date of issuance of the test certificate. As the results of the nucleic acid test still need some time, please arrange the nucleic acid test time reasonably for the Chinese passengers who plan to take the flight to China. If you get the test results, please take photos and upload them through the WeChat applet of the international version of the epidemic prevention health code as soon as possible. Upload the test certificate on the day of boarding or the day before, delaying your personal itinerary. In case of flights departing on weekends or public holidays, please submit as far as possible before 3 pm on the working day before the holiday.

(5) If the nucleic acid test report does not have a number, please fill in "NA" in the number column of the test report instead.

(6) Remind all passengers to strictly abide by relevant anti-epidemic laws and regulations, and be sure to provide true and effective nucleic acid test certificates. Falsified nucleic acid test certificates will bear corresponding legal consequences.

(7) The application for the declaration of health status and visa application are not mutually prerequisites.
