The Hong Kong government’s mass SARS-CoV-2 testing plan implemented on 1 September has been controversial. Many experts and medical professionals are skeptical of the plan; some voices say that the epidemic is slowing down. If mass testing can be done, and the Hong Kong Government should resume the Legislative Council elections immediately.

In an exclusive interview with "True Words", the Chairman of the Staff Front of the Hospital Authority, Yu Huiming, said that with the information provided by the government, each testing center needs to handle thousands of people for testing every day, plus administrative, staff, and medical personnel to gather at any time. There are a lot of people, but there is only one hour of disinfection time for 12 hours of operation. The testing center cannot ensure the safety of public health, "and it may become an explosive center?" She said, "Go to the testing center for testing. Vote, so we don’t see why it is delaying the election."

Voluntary testing for all people is coming soon, but the Director of the Infectious Diseases Center of the University of Hong Kong, He Boliang, and the President of the Public Medical Doctors Association, Ma Zhongyi, and other experts and medical professionals have reservations about the plan. In response to this, Chief Executive Carrie Lam Cheng Yuet-ngor declared that opponents "smear the Central Government and undermine the relationship between Hong Kong and the Central Government."

"In fact, we are just proposing scientific reasons. We have many doubts. We hope that the government can answer everyone's doubts. Of course, it has not done so. Therefore, it is understandable that we continue to raise our doubts and we must continue to do so." Yu Huiming said.

As a medical staff, he emphasizes rational scientific basis and analysis. "If it is a plan with no scientific basis, a national test without scientific basis, we are afraid that the bad consequences it will cause will be greater than the good consequences it will bring. If this is the case, we really don’t recommend that you go and do."

Virus droplets are scattered and the detection centre becomes an epicentre?

Yu Huiming said that from the current information released by the Hong Kong government, it is estimated that 5 million people will be tested and about 100 testing stations will be set up. It is estimated that 7 days or another 7 days depending on the situation, "5 million divided by 100, divided by 7 or divided by 14. Every day, each station has to deal with thousands of people." In addition, the staff who are elected by the Legislative Council are dispatched to serve as administrative staff, original staff and medical staff. The testing center is a place where many people gather at any time.

The testing center operates for up to 12 hours a day, with only one hour of disinfection time. "The sanitary environment is not good and the measures are not done well, and it may become an outbreak center?" "When someone does testing, squirting his nose or throat, causing him to sneeze or vomit, will help him disinfect the compartment, but the problem is that if it needs to be disinfected, the isolated droplets may float a few metres away, and the viruses can stay in those environments. You won’t die for a few hours or even more than a day."

She said that the current situation in Hong Kong is stable, with confirmed cases falling to double digits, and half of the infections can be found at the source. As long as the people continue to maintain personal anti-epidemic measures, maintain personal hygiene awareness, and reduce participation in gatherings where masks are removed, "in fact, we think it is okay to continue the election."

She said that as long as the line is kept at a certain distance during the election, personal hand hygiene is ensured, and public items such as voting boards and seals are disinfected every time, "the hygiene and safety of the entire polling station can be ensured and will not cause a large epidemic to break out.” “The government uses this epidemic as an excuse. In fact, it can implement some public health measures to ensure that the election process is OK.”

False positives increase the burden of the Department of Health

In addition, the Swedish authorities recently stated that the SARS-CoV-2 screening reagent produced by BGI is defective, causing about 3,700 people to have false positive results. The Huasheng Diagnostic Center set up by BGI is responsible for testing high-risk groups in Hong Kong. Among them, about 50,000 tests were conducted for employees of nursing homes and other employees, and 8 positive cases were found, but 3 cases were replied by the Department of Health. It is not defined as positive after inspection. BGI is one of the reagent suppliers for this Hong Kong national test.

Yu Huiming said that according to the current mechanism in Hong Kong, such as BGI, if other Chinese-funded laboratories and laboratories have completed positive results, they need to be reviewed by the laboratory of the Department of Health. If the results are positive again, they can be counted as a diagnosis.

Taking the example of Hong Kong above, tens of thousands of cases were examined and 5 false positives were found. "The number alone is not too much. If you multiply it back to this multiple, you can have hundreds of false positives by 100, but these hundreds will increase. The burden of the Department of Health, we think this is a little white elephant project that is labouring for the people and fortune."

Yu Huiming questioned, "The costs involved are now said to be the responsibility of the central government, but the central government is only responsible for the part of the laboratory. Other hotels, logistics, sample transportation, publicity, and recruitment of medical personnel are actually all using public money. Has not the government explained why? How much did it cost? Or how much is it expected to use?"

"Not only ordinary doctors and nurses, but also experts from many government teams have questioned the effectiveness of this national test."

False negative dispersal of virus causes more terrible results

Yu Huiming also pointed out that the national test not only brings up the problem of "false positives", but the most terrifying thing is the problem of "false negatives". "The incubation period of the virus is about 5 days, and some foreign cases are more than 7 days. In fact, if you are exposed to the virus on the first day, almost 100% of you will be tested and you will not be positive, then you think you are healthy. "

So, during the incubation period of the virus, a negative test result was done. The person thought he was healthy and kept wandering around the community. In fact, this was indeed an act of spreading the virus. Yu Huiming said that experts and medical professionals raised the above-mentioned various doubts, and the Carrie Lam government did not answer or respond at all. "It is not the so-called smear of the Chief Executive Carrie Lam."

The Hong Kong government is responsible for the epidemic

In addition, Yu Huiming, who also signed up to run for the Legislative Council election, said that the original intention of the election was to expose the "mask" of the Hong Kong government. "We can no longer believe that this is a really useful parliament. What we have to do is to continue the local rebellion is just one route."

She said that the parliament has lost many practical functions, “because this government has nothing to discuss with you, just like any measures taken by this epidemic, it has not heard the opinions of the people. What experts tell it not to do, it did everything. It didn’t do what the experts told it to do. In fact, everyone knows that this government doesn’t listen to us at all. Even if I enter the parliament, I don’t think it can bring down the evil law or do anything."

Carrie Lam used the epidemic as an excuse to postpone the election. “There may be no progress for the time being, but the generation believe that we should not stop here like this. In fact, we also said at the beginning that there are many fronts to go on.” Yu Huiming said. Inaction, due to the efforts of Hong Kong people themselves, they managed to escape the first and second waves of the epidemic.

"But the third wave is precisely because the government did not do well in the quarantine at the border, and the inspection is not done well. The continuous relaxation of some people who are exempt from quarantine prompted the third wave of the epidemic. To this day, there have been more than 80 deaths. The government must take responsibility for this epidemic."

Yu Huiming believes that this is also a front for Hong Kong people to fight for democracy: to hold the Hong Kong government accountable. "Anything you do, no matter what price you pay, the government is really responsible for this epidemic."

The government twists facts, the city is angry, trade unions and Hong Kong people continue to resist

In an interview with "True Words" on August 27, Yu Huiming and the host Liang Zhen both dressed in black, responding to the protests by the people in Hong Kong the day before the Hong Kong government’s attack on the "7.21" Yuen Long attack last year. "Black", arrested 16 people including legislator Lin Zhuoting and Xu Zhifeng.

"Such a large-scale and such high-profile, the plaintiff changed the defendant, and the 7.21 terrorist attack turned the black and white right and wrong, and pointed the deer to the horse. This is actually arousing everyone's resistance and the whole city is really angry." Yu Huiming said.

She recalled that before "7.21" last year, many centrists and conservatives were skeptical of the escalating resistance. "In fact, it is because we have done peaceful demonstrations many times. Has the government listened to us? No!"

The "7.21" incident became a turning point. The indiscriminate attacks by the white-clothed people brought up a serious problem of "police and black cooperation". "Friends who may be pro-government actually think that the incident is really serious." "So just After the 7.21 incident, it is actually no longer a "yellow-blue distinction", it is already whether you have a "conscience"."

More than a year later, the mass arrests by the Hong Kong government and the Hong Kong police once again became a turning point and united the people of Hong Kong again. "Everyone may have been suppressed continuously before, making everyone feel interesting to continue? Can we still go on?"

Autocratic political methods can only stimulate people's determination to fight. "We don't want our history to be bleached. If we don't continue, we are really afraid that what happened in Hong Kong in 2019 will become like the June 4th incident in 1989, as if it had never happened before." Huiming said.

"I hope that the people of Hong Kong will not give up and stick to it. This road may not be completed in a very short time. On this road of resistance,  our trade union and me will definitely go on with Hong Kong people."
