Roy Tam Kaibang, a member of the Ma Wan Constituency of the Hong Kong Pan-Democratic Tsuen Wan District Council, revealed on Facebook in the evening of 24 July 2020 that many Iranian netizens twitted on Instagram for help. The reason was the CCP and Iran secretly drafted an agreement to transfer Iran’s "Qeshm Island" 25-year oil exploration rights to the CCP in exchange for the CCP’s investment in nearly a hundred projects including banks and railways of Iran and military cooperation. Iranian netizens called, "china_get_out_of_iran" on Instagram.

Roy Tam stated on his Facebook that if Iran’s "Qeshm Island" was bought by the CCP and received 25 years of oil exploitation rights, it would basically be tantamount to ceding the island to the CCP government for development. As a result, this move was opposed by a large number of Iranians, who used Instagram to call for "china_get_out_of_iran" in the form of hashtags.

Roy pointed out that although the CCP has promised to substantially increase funding and investment in Iran’s various developments, in fact it is to allow Iran to owe  huge debts to the CCP, thereby seizing power within the Iranian state, and "this time is to steal from the Iranian government the right to development on Qeshm Island."

He also emphasized that in terms of the CCP’s various Belt and Road projects, although the CCP claims to provide resources to other developing countries or third world countries, it actually means "make all countries along the route owe debts, and then use national resources to repay the debts through different "forms of penetration into other countries and territories" that are actually forms of "very terrifying invasion."

Roy Tam said that this time the Iranians called for help and appealed to Hong Kong people for help. He hoped that netizens would spread the label "#No2IRChinaTreaty / #china_get_out_of_iran / #فروش_ایران_ممنوع (not for sale in Iran)" on various social media to attract more people’s attention. Let everybody be concerned about the Iran incident "because everyone is a victim of the CCP invasion."
