Chen Guiya, deputy chief engineer of the Yangtze River Water Resources Commission of the Ministry of Water Resources, emphasized that the Three Gorges Dam is a backbone project in the Yangtze River's flood control system, but it cannot "cover the world." He said that the existence of the Three Gorges Dam does not mean that flood prevention in the middle and lower reaches of the Yangtze River can sit back and relax; the capacity of the dam to hold back floods is not infinite, and at the same time, the reservoir must be released at the right time.

Since China entered the flood season this year, it reached the largest flood peak of the Three Gorges of the Yangtze River. It passed the Three Gorges Dam safely yesterday (July 19). However, experts from the Ministry of Water Resources of China pointed out that the Three Gorges Dam should not be able to "take the world apart", and the flood control in the middle and lower reaches of the Yangtze River should not sit back and relax because of the dam.

Affected by heavy rainfall, the second flood of the Yangtze River this year formed on the upper reaches of the Yangtze River on Friday (17th), and the inflow of the Three Gorges Reservoir rose rapidly, reaching 61,000 cubic meters per second the day before yesterday. After many rounds of flood storage, the water level of the Three Gorges Reservoir rose to 161.69 meters in the evening, nearly 17 meters above the flood limit, and was close to the maximum peak flow of the Yangtze River Yichang Station in 1998.

Since June this year, the Yangtze River Basin has caused floods in many places due to multiple rounds of heavy rains. According to data released by the Ministry of Emergency Management of China on Thursday, the flood disaster has caused more than 20.27 million disasters in 24 provinces, autonomous regions and municipalities since July, 23 people have died and disappeared, 12,000 houses have collapsed, and direct economic losses have been 49.18 billion yuan (RMB, down Same, S$9.77 billion).

Some public opinion has recently focused on the Three Gorges Dam and questioned its flood control capabilities. In this regard, Chen Guiya, deputy chief engineer of the Yangtze River Water Conservancy Commission of the Ministry of Water Resources, stressed in an interview with Xinhua News Agency the day before yesterday that the Three Gorges Dam is a backbone project in the Yangtze River flood control system, but it cannot be "common to the world."

Chen Guiya said that the tight flood control of the Yangtze River this year was caused by more precipitation in the middle and lower reaches, and the rainfall was 60% more than normal, ranking first since 1961.

He said that the existence of the Three Gorges Dam does not mean that flood prevention in the middle and lower reaches of the Yangtze River can sit back and relax; the capacity of the dam to hold back floods is not infinite, and at the same time, the reservoir must be released at the right time. As of the evening before yesterday, the Three Gorges Reservoir has blocked nearly 10 billion cubic meters of flood water, which is equivalent to the water volume of more than 700 West Lakes.

Scholar: Three Gorges Dam reduces the pressure in the middle and lower reaches of the flood season

In an interview with Lianhe Zaobao, Professor of Economics at Chongqing University and Chair Professor at the University of Nottingham Ningbo, Yao Shujie said that the Three Gorges Dam played a decisive role in the news. If the formula goes down, the situation will be much more serious than it is now."

Yao Shujie said that the Three Gorges Dam will use its maximum water storage capacity to reduce the pressure in the middle and lower reaches of the flood season, so that flooding in these areas will not increase.

In the face of precipitation exceeding historical extremes, the middle and lower reaches of the Yangtze River have recently continued to increase their vigilance. The water level of the Nanjing section of the Yangtze River reached a record high the day before yesterday, and Jiangsu Province issued a "flood red early warning" on this. The day before yesterday, Anhui Province upgraded its flood control emergency response to the highest level of response. Chuhe, the province, opened two flood storage areas early yesterday morning to implement blasting flood release.

The city of Enshi in Hubei Province, which borders Chongqing, has also been severely affected by heavy rains since last Thursday. Many streets and bridges were flooded. Jiangxi, a flood-stricken area, is currently getting worse. As of yesterday afternoon, the flood disaster that began in early July has caused nearly 7 million people in Jiangxi to suffer damage, with a loss of 20.22 billion yuan.

The central government sent more troops to fight the disaster. After more than 2,000 officers and soldiers went to Jiujiang, Jiangxi, to fight against the floods on July 12, the 71st Army of the People's Liberation Army belonging to the eastern theater sent another 1,000 officers and soldiers to assist Wuhu in Anhui last Friday night.

As for the middle and upper reaches of the Yangtze River, the 26 districts and counties of Chongqing have caused more than 460,000 people to be affected by floods and landslides as of last Friday, with five deaths and losses of nearly 750 million yuan. When the flood peak passed through Chongqing the day before yesterday, some areas along the river were also flooded.

Chen Miner, secretary of the Chongqing Municipal Party Committee of the Communist Party of China, presided over a flood prevention and disaster relief work conference the day before yesterday.

On the other hand, the Huaihe River also experienced the first flood of this year on Friday night. The official announced yesterday morning that the emergency response of disaster prevention level 3 was upgraded to level 2. The Huaihe Water Conservancy Commission of the Ministry of Water Resources said yesterday that heavy rains have generally occurred in the mountains south of the Huaihe River. The 10 large reservoirs in the Huaihe River Basin exceeded the flood limit and the maximum water level exceeded 6.85 meters.
