Four major medical response strategies

In order to respond to the domestic covid epidemic and enter the community epidemic stage, to ensure that domestic medical institutions respond to the epidemic and preserve medical capacity, medical institutions across the country will implement the following medical response actions from now on. The first is "medical operation load reduction". If there are urgent needs for patient treatment, etc., after assessing the patient and comprehensively considering the risk of delay in providing patient diagnosis and treatment and the risk of disease transmission, the decision is made to provide or delay diagnosis and treatment, or medical suspension that can delay diagnosis and treatment (such as: health check, beauty, scheduled surgery or Inspection, physical and functional rehabilitation, etc.).

The second point is "strengthening community monitoring, notification, and inspection." Patients are screened before admission. After the inspection, they stay at home before admission and avoid going out. Those who need to be hospitalized urgently shall be checked before being admitted to the ward. If the patient's test result is negative, it can only be used as a judgment of the current disease state, but it cannot be ruled out that the patient has been infected but is still in the pre-symptomatic stage (pre-symptomatic), so the health status should be continuously monitored.

During hospitalization, if there are fever, respiratory symptoms, loss of taste and smell, unidentified diarrhea and other covid-related symptoms, or if the doctor suspects it, the examination will be conducted.

The third point is "strengthening employee health monitoring", which requires the implementation of daily temperature measurement and health monitoring (including body temperature and related symptoms) of the staff, and registration, and the suspected symptoms should be notified immediately for inspection; regular (5-7 days). Perform nasopharyngeal or deep throat saliva examinations by staff related to medical care in high-risk units (such as emergency rooms, intensive care units, and specialized wards, etc.). The fourth point is the exception of the "International Medical Suspension" special or emergency project permits.

Cases surged by 350 in 2 days, but Taipei is not locked down? Chen Shizhong gave the answer

Editor Zhuang Yating / Translation, editing : Gan Yung Chyan, KUCINTA SETIA

The Taiwan epidemic situation is heating up day by day. Following the surge of 180 local cases yesterday (15 May), another 206 local cases surged today (16). The cases in even two days were concentrated in Taipei and New Taipei. Many people worry about whether Taipei should be temporarily locked down to prevent the spread of the epidemic.

In response, Chen Shizhong, commander of the command center, responded at the press conference. Taipei and New Taipei announced that they had entered Level 3 alert yesterday morning. Among the 180 new cases of infection, Taipei ranked the most with 89 cases (51 cases in Wanhua District), and 75 cases in New Taipei (Banqiao and Xinzhuang District were the most). As for the 206 newly confirmed cases today, there are 97 cases in New Taipei (with 32 cases in Banqiao), and 89 cases in Taipei (with 58 cases in Wanhua District). According to the confirmed data on the 15th and 16th, there was a surge of 172 people in New Taipei, 178 people in Taipei, with total 350 people in the two northern cities. On 16 May, 206 local cases and 1 inbound case are announced.

As the outside world is worried that the number of confirmed cases in Taipei and New Taipei is soaring, is lockdown of Taipei to prevent the spread of the epidemic more effectively? Chen Shizhong responded at the press conference that for the measures to be implemented at each stage, how strong should be, and the scale of epidemic prevention needs to be judged, but the measures are not as strong as possible. Considering many relevant occasions and related situations, the situation of foreign implementation can be referred to by Taiwan. The Heping Hospital of the confirmed cases was also disinfected.

Chen Shizhong believes that the direct lockdown of the city will lead to confrontation between the government and the people, which is not conducive to the prevention of the epidemic, reducing the flow of people at gatherings, and wearing masks. At present, such public measures are effective because people in many countries are unwilling. Strict measures are needed to prevent the epidemic. However, it seems that the people of Taiwan have a good degree of cooperation. After the upgrade was announced at noon yesterday, the flow of people on the street has decreased, and the eight major industries have also been closed.

Chen Shizhong reminded the public to still avoid gatherings and not to spread false information. I believe that the whole people will come together. Based on foreign experience, this is the most effective method for public health.

Chunghwa Post "staff diagnosed"! The number of contacts is unknown. The company confirms emergency disinfection.

Editor : Chen Yiling / Translation, editing : Gan Yung Chyan, KUCINTA SETIA

In 5 days, 245 local cases surged, and Shuangbei directly entered the third level of alert. Unexpectedly, one internal staff of Chunghwa Post was diagnosed with a positive result from quarantine yesterday (15). Chunghwa Post also urgently strengthened disinfection operations.

In this regard, Chunghwa Post confirmed to the "TVBS News Network" that it had indeed received an employee's notification of the diagnosis, and cooperated with the relevant competent authority in conducting epidemic investigation and listing of personnel.

For information about the epidemic, the public is requested to follow the information announced by the Central Epidemic Command Center. The footprints of confirmed cases in Taiwan are constantly increasing, and disinfection personnel are working urgently.

A spokesperson for Chunghwa Post pointed out in an interview with "TVBS News.com" that an internal staff of Chunghwa Post Corporation did have a diagnosis yesterday, and the other party also indicated to the company that the screening result was positive, and the company started disinfection of the office building as soon as possible The operation also requires strengthening the self-guard and management of colleagues, and at the same time encouraging colleagues who are in contact with the confirmed employee to go to the hospital for screening. The epidemic situation in Taiwan has been alerted.

Since the confirmed employee is an internal office, whether he will contact the public to expand the scope of influence has become the focus of the outside world. In response, the spokesperson responded that the nature of the employee's work is not a business window, nor will he come into contact with field workers and the general public. As for how many employees have contact with the confirmed cases, Chunghwa Post spokesperson pointed out that it is still under investigation and the company will deal with it in accordance with the command center regulations.

In fact, the "off-site office" policy has been implemented last year, and all the steps and conditions have been prepared, so there is no problem with diversion control. On 17 May, this   will be implemented fully.

3+11 is a breach of epidemic prevention? Fan Yun may become the scapegoat

Report by : Gan Yung Chyan, KUCINTA SETIA / Image : Video Screenshot

DPP legislator Fan Yun (above) was recently accused of having pressured relevant ministries to hold a coordination meeting to loosen the quarantine measures for air crew members, causing Taiwan's epidemic prevention to be hindered. As of 16 May, there are 207 new confirmed covid cases in Taiwan alone, and more than 245 local cases have been accumulated in the past six days.

In response to this, a large number of dissatisfied people poured into Fan Yun's Facebook page, scorned and scolded her yesterday, "Taiwan has been miserable by you" and "Today's local area +180. Thank you for protecting the health of the people of Taiwan."

14 days of quarantine for China Airlines' pilots

Previously, China Airlines and Novotel Hotel cluster cases continued to expand. The number of confirmed cases surpassed the Butao cluster case, and it became a breach of epidemic prevention in the Taiwanese community. The Kuomintang strongly criticized that the Tsai government’s anti-epidemic regulations had double standards.

While the people were quarantined for 14 days, the quarantine period for the crew of China Airlines was only 3 days. As a result, the person who was caught was Fan Yun because she held a coordination meeting on 1 April. She required that the quarantine measures for the crew be relaxed. Lan Ying believes that when the Tsai government called for the people to guard against the epidemic, Fan Yun was holding back, "Don't the DPP need to deal with it?"

On 15 April, the Central Epidemic Command Center adjusted the quarantine measures for China Airlines' crew members. "5+9" (negative for home quarantine for 5 days, then 9 days for independent health management) is relaxed to "3+11" (negative for home quarantine for 3 days, and then 11 days for independent health management).

According to a report by Mirror Weekly, Fan Yun’s recording of the coordination meeting on 1 April showed that she mentioned in the meeting, "We strongly recommend returning to 3+11" and "I hope to return to 3+11 on 11 April." Waiting for the sentence, being questioned is simply putting pressure on it.

In this regard, Fan Yun emphasized that she was two-way communication rather than pressure. Later, she pointed out that because 70% of pilots were exhausted physically and mentally, they were facing the edge of collapse that could not be sustained. "I think this is the case. Under the circumstances, from their professional point of view, there is really a problem with Flysafe." She believes that she is helping to reflect public opinion, and her tone is not pressure, but she strongly recommends that the command center bring the opinions back.

At the same time, it is emphasized that the command centre will not accept any political talk or pressure, because their decisions are based on science and they ask everyone not to look for war criminals. However, the local epidemic has been raging and netizens also flocked to Fan Yun’s Facebook to leave messages of criticism and scornful remarks to Fan Yun, who may become the scapegoat of Taiwan epidemic's second wave.

News (16)

The epidemic is sudden and closely spreads to many provinces. Who is the "patient zero"?

According to the latest official announcement, on the 15th, four more local confirmed covid cases were added in CCPC. Within three days, the number of local confirmed cases in this round of the epidemic has reached 11, with confirmed cases and close contacts in multiple provinces.

The current confirmed cases are highly correlated. In addition, the spread of the epidemic is likely to overlap with the "May 1st" holiday just past. The potential risks and the exposed prevention and control loopholes are worthy of attention!

News (17)

11 cases were diagnosed in 3 days, patients and close contacts involved multiple provinces

According to the latest epidemic data reported by the National Health Commission, on the 15th, 31 provinces (autonomous regions, municipalities) and the Xinjiang Production and Construction Corps reported 4 new local cases, all in Liaoning.

Since Anhui notified 2 local cases on 13 May, in just 3 days, the cumulative number of confirmed cases in this round of the epidemic has reached 11, distributed in the two provinces of Anhui and Liaoning.

Prior to this, there had been no new local confirmed cases nationwide for 22 days.

What is more vigilant is that in addition to the two provinces where the confirmed cases appeared, the close contacts of the confirmed cases in this round of the epidemic are also distributed in many other provinces.

At present, there are close contacts in Beijing, Enshi, Hubei, Huai'an, Jiangsu, Dalian, Liaoning, Yanshan, Hebei, Jinzhong, Shanxi, and Lanzhou, Gansu. Among them, the information released by the Beijing CDC showed that the 3 confirmed cases in Anhui Province had close contacts with 28 people in Beijing, involving 11 districts in Beijing. These close contacts also included online car-hailing drivers.

However, after the outbreak of the epidemic, the national and local levels have responded quickly and adopted timely and effective prevention and control measures. The National Health Commission immediately dispatched an expert team to Anhui and a working team to Liaoning to guide the local prevention and control work.

In the past few days, large-scale nucleic acid tests have been carried out in Hefei, Lu'an, Anhui, and Yingkou, Liaoning. As of 8 pm on the 15th, the number of nucleic acid testing samples for all employees in the main urban area of Lu'an, Anhui has exceeded one million. Yingkou has previously implemented closed management of 8 key communities, and carried out nucleic acid testing for all employees; implemented traffic control at expressway intersections, did not leave the area if necessary, and made every effort to block the spread of the epidemic.

News (18)

The source of infection is not yet clear, the patient may have been infected at the end of April

Zhang XX is the first confirmed case in this round of the epidemic. In the early morning of 13 May, Lu'an Shili Hospital performed routine nucleic acid testing on Zhang XX who was here, and combined with clinical diagnosis, he was diagnosed with covid.

According to the official report, Zhang Moumou was a salesperson at Aimo Studios in Zhedong Commercial City, Jin'an District, Lu'an City, Anhui Province. Zhang developed fever at home on the evening of May 6 and went to Shili Hospital, Yu'an District, Lu'an City on the afternoon of May 11. Seeing a doctor, the nucleic acid test was positive on the 12th.

Zhang has lived in the urban area of Yu'an District, Lu'an City for a long time, and has not left Anhui recently. On May 2nd, Zhang had close contact with Li, who was also a confirmed case, during training in Aimo Studios.

Li XX, an employee of XX Group in Wuxi City, Jiangsu Province, mainly engaged in photography marketing training, flew from Yingkou City, Liaoning Province to Hefei via Dalian on 1 May.

So, who is the "Patient Zero" in this round of epidemic?

On the evening of the 14th, Wu Guangjin, director of the  Health Commission of Lu'an City, Anhui Province, said in an interview with the media that it was preliminarily determined that this case in Lu'an was an imported case from outside the province in China.

On the 15th, Zhao Lian, deputy director of the Dalian Municipal Health Commission, stated at a press conference that Li XX's travel trajectory during his stay in Dalian was relatively simple, similar to point-to-point transfers, no contact history of immigrants, and wearing masks throughout the process, and did not touch Dalian. Other members of society ruled out the possibility of being infected in Dalian.

Wu Zunyou, chief epidemiologist of the China CDC, analyzed in an interview with the media that although the first confirmed case of the local epidemic was from Lu'an, Anhui, the source of the epidemic was likely to spread from Yingkou, Liaoning.

Jiang Qingwu, an epidemiologist and former dean of the School of Public Health of Fudan University, also said that the Anhui epidemic should be related to Liaoning, because many cases in Anhui are related to photography training, and the local cases did not go out. In view of Li XX left Liaoning on 1 May, Li may have been infected at the end of April.

Although the source of the infection is still unclear, according to experts' speculation, the spread of this round of the epidemic may coincide with the May Day holiday, and the potential spread risk can be imagined.

News (19)

Confirmed cases are highly correlated, daily prevention and control loopholes need to be reflected

Although it is not clear who the source of infection and "patient zero" are, it is certain that at present, most of the infected persons in this round of the epidemic are related to photography training.

Aimu Studio and Golden Childhood Photography Base have become the two “eyes of the storm” of the epidemic.

9 new infections (4 confirmed cases and 5 asymptomatic infections) in Liaoning Province on the 15th, of which 8 were in Yingkou, and 7 were related to the Golden Childhood Photography Base. One of them had been slinged at the local health centre on 1 May. Before that, he had contact with Li XX, a confirmed patient in Anhui.

In Lu'an, the 3 locally confirmed cases and 7 asymptomatic infections reported as of 8 pm on the 15th are all engaged in the photography industry.

The confirmed case Li flew from Yingkou City, Liaoning Province to Hefei via Dalian via Dalian on 1 May, and then took the airport bus to Lu'an City. On 2 May, training was carried out at Aimo Studios.

According to public reports, Aimo Studios is located in Zone C, Zhedong Commercial City, Jiefang Middle Road, Lu'an, in a prosperous area of Lu'an. The owner of Aimer Studio revealed in an interview with the media that more than 20 employees participated in the training that day.

This inevitably reminds people of the clustered epidemic that occurred in the rural areas of Hebei and other places at the beginning of the year. It is also a large number of related cases that have been connected to multiple weddings and banquets.

This similarity has undoubtedly sounded the warning bell for everyone again: Although the domestic epidemic has stabilized, daily prevention and control should not be careless!

News (20)

The overall vaccination rate is still low, building an immune barrier is imminent

The time when the first case of the epidemic was confirmed is just over a week after the May 1st holiday. Previous calculations from the Ministry of Culture and Tourism showed that during the May 1st holiday, 230 million domestic tourists traveled nationwide, an increase of 119.7% year-on-year.

As early as before the holiday, a disease control expert reminded the public that when the large-scale movement of people resumes, people must take personal protection when traveling, and called for vaccinations as soon as possible.

And in this epidemic, a local case in Shenyang was a self-driving trip to Yingkou Bayuquan with his family during the "May 1st" period.

In addition, from the information publicly reported by the media, it can be found that there are no people who have been vaccinated against the SARS-CoV-2 (CCP virus) vaccine among the confirmed cases in Anhui and Liaoning.

This also reminds us again: The virus (CCP virus) is around. Prevention and control must not be slack and vaccination must be accelerated.

According to data from the National Health Commission, as of 14 May 2021, 31 provinces (autonomous regions, municipalities) and Xinjiang Production and Construction Corps have reported a total of more than 380 million doses of CCP virus vaccination.

Although the domestic CCO virus vaccination work is advancing rapidly, the overall vaccination rate is still low, and there is still a long way to go before the establishment of a universal immune barrier.

According to the data reported daily by the National Health Commission, on 14 May the maximum single-day vaccination of the CCP virus vaccine nationwide hit a new high. In addition, Hefei received 364,100 doses of the vaccine on 14 May, setting a record for the city's single-day vaccination.

Zhong Nanshan, an academician of the Chinese Academy of Engineering, recently issued an appeal, "I hope everyone will work together to get vaccinated as soon as possible, and make their own efforts for the country, the world, and individuals to prevent covid."
