According to the official website of the Wuhan Municipal Health Commission, the Hubei Provincial Novel Coronavirus Infection Pneumonia Prevention and Control Headquarters issued a notice on 24 March 2020, stating that from 25 March 2020, access control measures in areas outside Wuhan in Hubei will be lifted. On 8 April 2020, Wuhan will lift control measures for residents to leave Wuhan and Hubei and resume external transportation access in an orderly manner. Persons leaving Wuhan will travel safely and orderly based on the Hubei Health Code "Green Code".

In order to coordinate the advancement of epidemic prevention and control, economic and social development, and the orderly restoration of production and living order, according to the Law of the People's Republic of China on Emergency Response, the Law of the People's Republic of China on the Prevention and Control of Infectious Diseases, and Hubei Province ’s major public health emergency level I, the relevant regulations, such as the response mechanism, have been approved by the central government, and they are hereby notified about the lifting of the control of the channels leaving Hubei and the arrangements for resuming work and production in Wuhan are as follows:
First, starting at 12 am of 25 March 2020, the area outside Wuhan will be deregulated from the control of the Hubei passageway, and external traffic is to be resumed in an orderly manner. Persons leaving Hubei are to leave safely in an orderly manner based on the Hubei Health Code “Green Code”.
II. Wuhan will continue to implement strict control measures for residents leaving Wuhan and Hubei channels. Starting at 12 am on 25 March, under the premise of good health management and implementation of prevention and control measures, migrant workers holding Hubei Health Code "Green Code" will walk along the "point-to-point, one-stop" method after passing the nucleic acid test. The method focuses on precise and accurate delivery to ensure safe and orderly return to work. From 8 April 2020, Wuhan will lift the control measures of the leave-Wuhan and leave-Hubei passages and resumed external traffic access in an orderly manner. The people from Wuhan will move in a safe and orderly manner based on the Hubei Health Code “Green Code”.
3. People from other provinces who come to Wuhan and Hubei are able to move safely and orderly throughout the province with the health code of the province or the "Green Code" of Hubei health code, without the need to provide a separate health certificate (except for those who really cannot apply for a health code), flow certificate, application approval form or receiving certificate, vehicle pass, etc. Personnel leaving the province must know and comply with relevant regulations on epidemic prevention and control at the destination in advance.
