Health Commission of Hubei Province responds to questions about patients re-infected with COVID-19

Tu Yuanchao, Deputy Director of the Health Commission of Hubei Province, accepted an exclusive interview with Hubei Daily's all-media reporter Long Hua to answer questions about the medical treatment and protection of the nucleic acid test for COVID-19 (covid, in short) re-infection ("fuyang") after the discharge of some patients with covid.

Tu Yuanchao introduced that for nucleic acid detection "fuyang" cases during the follow-up visit, the symptomatic patients can call hotline number 120 for designated medical institution attention, and the patients will be transferred to the existing designated hospital for treatment. After they have reached the discharge standard again, they will be isolated for rehabilitation observation  for 2 weeks. For asymptomatic patients, the host community will be notified by the receiving medical institution, and the community will be transferred to the relevant centralized isolation rehabilitation point for 2 weeks of centralized isolation rehabilitation observation, and the isolated patients will be released after reaching the isolation standard.

"Fuyang" patients have been included in confirmed cases and reported in accordance with relevant national requirements when they were first diagnosed. So they are no longer reported as new confirmed cases when they are re-diagnosed. At present, Wuhan has designated Jinyintan Hospital and Municipal Pulmonary Hospital as the designated hospitals for "fuyang" patients.

At the same time, Hubei Province has also made relevant arrangements for the discharge of covid patients and medical protection for "fuyang" patients. For example, the primary medical institutions in the province bear the main responsibility for the health management of discharged patients with covid, and they are included in the scope of services contracted by family doctors, and managed as a key population of basic public health services. Doctors follow up with patients regularly, make appointments to do good health reviews, with focus on blood routine, biochemical, and oxygen saturation, and if necessary, review chest imaging and novel coronavirus detection. 



Once the clinical manifestations such as fever and cough are found in discharged patients, they should be transferred to the designated hospital for follow-up examination as soon as possible. The treatment costs of "fuyang" patients refer to the medical insurance reimbursement and financial subsidy policies for confirmed cases of covid. After basic medical insurance, critical illness insurance, and medical assistance are paid according to regulations, the personal burden will be subsidized by the finances.

In answering the question of whether "fuyang" patients are infectious, Tu Yuanchao said that according to the monitoring of "fuyang" patients by the State Administration of Health and Medical Affairs and preliminary research by experts, there is currently no "fuyang" patient-to-human viral transmission. 

Hubei Province has deployed designated hospitals to conduct clinical observations of "fuyang" patients, sum up experience, and evaluate scientifically to guide the next step of medical treatment. At the same time, the disease control department is required to conduct epidemiological follow-up investigations on "fuyang" patients. Scientific research institutions carry out virus culture or viral load testing on samples of "fuyang" patients to further clarify the infectious problems of "fuyang" patients.
