The China Communist Party's political propaganda has deceived many overseas Chinese to return to China to avoid the pandemic. The CCP ordered that these people must be isolated at their own expense, treated at their own expense, and the places of isolation were often shabby. However, a "Urgent Express" document from Guangdong Province shows that foreigners are not included in the treatment. The document prohibits charging them and repeatedly emphasizes "humane treatment." This proves that the CCP does not honour its words.


A few days ago, a document from the Guangdong Provincial Government marked "Urgent" was issued on the Internet. The document was issued on 4 March 2020. The issuing agency is the “Special Class for the Prevention and Control of Outbreaks in Key Overseas Areas in Guangdong Province”, and it is also stamped with the official seal of the Guangdong Provincial Department of Commerce.

The document mainly deals with the treatment of centralized foreigners. The first four articles emphasize the "humane treatment" of foreigners, including arranging translations, providing single rooms and comfortable living facilities, paying close attention to health conditions, and respecting their religion and customs. It even includes providing special diets.

Finally, the document listed in Article 5 separately in a larger font, that is, all foreigners are free during the quarantine period, and the relevant costs are borne by the local government.

The document states that providing free services is "in accordance with relevant WHO regulations on epidemic prevention." However, the CCP’s Epidemic Prevention Law also has relevant regulations. However, the governments of various localities of the Communist Party of China did not comply with the implementation. Instead, they used quarantine observation as a means of collecting money.

A few days ago, Beijing announced that all foreign immigrants with no relations to the Communist elite must accept centralized isolation, and each person must pay 450 RMB per day. It is also stipulated that if the returning Chinese do not participate in the domestic basic insurance, all medical expenses will be "in principle" at their own expense once infected. These measures have undoubtedly set an example for the whole country, and governments everywhere have followed suit.

In addition, many returnees have posted news and videos online over the past few days, claiming that they returned to China to receive various inhumane treatments, including being detained in a hospital for a long time to wait for the results of the examination, the staff in the isolation place was rude, the room was dry, and many people lived in one room. Some people even live in the room where the diagnosed patient has lived. Not only is it not disinfected, but even the bedding and daily necessities have been used by previous people and have not been replaced.

At the same time, the CCP's propaganda constantly focused on the so-called "concealing the disease and returning to the country to spread the disease" personnel, stigmatizing returnees. It is widely speculated that the CCP is planning to let returnees act as scapegoats for the next round of China's outbreak. Netizens commented that the returnees were treated as "returning money without illness, returning to the country with illness".
