The document mainly deals with the treatment of centralized foreigners. The first four articles emphasize the "humane treatment" of foreigners, including arranging translations, providing single rooms and comfortable living facilities, paying close attention to health conditions, and respecting their religion and customs. It even includes providing special diets.
Finally, the document listed in Article 5 separately in a larger font, that is, all foreigners are free during the quarantine period, and the relevant costs are borne by the local government.

The document states that providing free services is "in accordance with relevant WHO regulations on epidemic prevention." However, the CCP’s Epidemic Prevention Law also has relevant regulations.
