On 19 March 2020, the epidemic risk level of Hubei Province was updated. According to the risk demarcation criteria that local health commissions are following according to the State Council's Guiding Opinions on Joint Prevention and Control of Covid Infection , "Guidelines on Scientific Prevention and Control of Accurate Strategies, Partitioning and Classification, and Good Work on the Prevention and Control of Covid Epidemic Situation," the provincial CDC has consolidated expert assessments. As of 12 am on 18 March 2020, there were 75 low-risk cities and counties in Hubei Province, 1 high-risk city and no moderate-risk cities and counties.
Compared with 16 March 2020, the four medium-risk cities and counties (Zhongxiang City, Huangshi City District, Huanggang City District, and Ezhou City District) have turned to low risk, while Wuhan City is still high risk.

1. Risk demarcation criteria: that is, counties and districts as the unit, low-risk areas are places where there are no confirmed cases or no new confirmed cases for 14 consecutive days. If there are new confirmed cases within 14 days, and the cumulative number of confirmed cases does not exceed 50, or if there are more than 50 confirmed cases but no clustered infections within 14 days, the areas are medium-risk areas. An area is high-risk if there is a total of more than 50 confirmed cases, and a clustered epidemic has occurred within the last 14 days.
2. The risk level assessment is based on the number of newly confirmed cases, the cumulative number of confirmed cases, and the total number of confirmed cases in each county (city, district) in the China Disease Prevention and Control Information System "Infectious Disease Surveillance" and "Public Health Event Information Management System" modules. Aggregated epidemic data is for comprehensive research and judgment.
The risk of 3 or 12 districts in the urban area is determined according to the highest risk level in all the urban areas.
