The number of covid cases in Suifenhe, a small city in Heilongjiang, China, have soared. The China Communist Party (CCP) blames this on “overseas imports”. The “management” of local asymptomatic infected persons has been strengthened, and the entry of immigrants has been strictly controlled in Suifenhe.
According to the public data of the CCP, as of 9 April 2020, Heilongjiang Province has 155 confirmed cases of covid, including 151 cases in Suifenhe (all from Russia), accounting for 97.4% of the province. In Heilongjiang Province, 163 cases of asymptomatic infection arrived from abroad, of which more than 90 per cent were imported via Suifenhe (148 cases).
The Epoch Times reported that on 26 March 2020, Suifenhe, a border town bordering Russia, reported the first case of a nucleic acid-positive case for the first time, but within two weeks it became a breach of the “foreign import” epidemic in the CCP’s mouthpiece, causing outsiders to question.
The Heilongjiang Province Health Commission issued on 8 April 2020 the "Notice on the Issue of Confirmed Cases of Novel Coronavirus Pneumonia Entering Suifenhe Port and the Asymptomatic Infection Treatment Plan," showing that the CCP has been standing by.
The notice stated that for the treatment of covid patients who entered the Suifenhe port, the province is divided into three areas with "the total planned treatment of 4,530 beds".
Among them, only the designated hospital in Suifenhe City-Suifenhe People's Hospital and the newly built Suifenhe Cabin Hospital have 300 and 600 beds, respectively. Together with Kang'an Hospital and Hongqi Hospital in Mudanjiang, the designated hospitals in Mudanjiang have a total of 1,230 beds.
According to the CCP's propaganda, from 21 March to 9 April, a total of 2,497 people entered the port of Suifenhe. The port of entry in Suifenhe Port is temporarily closed on 8 April.
The Epoch Times reported that the latest notice of the Heilongjiang Province Health Commission contradicts the “official” data and publicity of the CCP.
According to official CCP data, Suifenhe's 151 confirmed cases plus 148 asymptomatic infections, even if they all need to be hospitalized, the 300-bed Suifenhe People's Hospital has been able to accept and treat, not to mention the CCP has also built the cabin hospital in Suifenhe with 600 beds for emergency use.
To take a step back, even if the 2,497 Chinese returning from Russia at Suifenhe need to be quarantined, they will only occupy a little more than half of the "Master Plan" beds.
That being the case, where are the 4,530 designated beds for emergency treatment planned by the Heilongjiang Province Health Commission that are prepared for the covid patients?
Are the covid cases "imports from abroad" from Russia, or "ubiquitous asymptomatic infections"?
The report said that in fact, the city and communities of Suifenhe have been closed on 7 April. In addition, the Heilongjiang authorities have stated that “all closed-loop control measures such as centralized isolation, nucleic acid and antibody detection, etc. shall be implemented for the inbound personnel passing through Suifenhet.”
In addition, the notice requires that, for the entry personnel at Suifenhe Port, “all confirmed cases and asymptomatic infections shall be treated according to the standard of confirmed cases”; and it also requires that once the number of patients exceeds the capacity of the previous area, the Jixi / Qitai area and Harbin should "ensure that it can receive patients within three days of receiving the instructions".
What is more urgent is that the notice on 8 April requires that, in addition to providing local medical insurance, all localities should "form a support medical team of 1,000 people and a backup support disease control team of 100 people." Before leaving work on 9 April, report the names of the medical team and disease control team to the health commission.
The report said that within a day of requesting the preparation of a 1,000-member reserve medical team, the response of the Heilongjiang Health and Welfare Committee seemed to be that the epidemic was imminent, and it was necessary to prevent the Chinese travelers who were arrived from Russia in Suifenhe from being treated like a flood. But the question is, will import cases really be the breakthrough point for the second outbreak of covid in mainland China?
The Heilongjiang government internal documents obtained by The Epoch Times revealed that as early as February, the CCP showed a high degree of vigilance against "asymptomatic infections."
On 23 February 2020, the Heilongjiang Epidemic Prevention and Control Headquarters issued the "Notice on the Administration of the Novel Coronavirus Pneumonia Asymptomatic Infected Persons in Heilongjiang Province", requiring all regions to strengthen the reporting and management of asymptomatic infected persons.
Since then, all parts of Heilongjiang have started to report the “Statistical Table of the Victims of Asymptomatic Infections”, reporting the detected asymptomatic infections to the Provincial Health and Health Commission, as well as the data for diagnosis, de-quarantine and medical observation.
The internal documents of the Communist Party exposed by The Epoch Times, as well as the interviews and investigations made, proved that the CCP’s concealment of the epidemic may be the cause of the virus outbreak.
Hong Kong media recently exposed internal CCP documents showing that as of the end of February, 43,000 asymptomatic infected persons had not been included in the diagnosis data, creating a huge loophole in epidemic prevention.
In addition, according to the research results of overseas experts, asymptomatic infections account for as much as 40% to 60% of all infections. In the total data officially released by the CCP, this proportion is only 2%, which is far lower than international research results.
The results of studies at home and abroad also show that there is no difference in the ability of asymptomatic infections to those with symptomatic infections.
