Heilongjiang, located in the northernmost part of China, has become the first line of China's epidemic prevention and control since the large number of Chinese expelled from Russia returned to China has caused great pressure on the province.

China has locked down Suifenhe, a border city between China and Russia. The Sino-Russian border has also been closed, and the authorities have sent emergency medical teams to Suifenhe to stop the virus from spreading.

According to the Associated Press, a square cabin hospital was put into operation in Suifenhe last Monday (13 April 2020). This hospital is equipped with a negative pressure laboratory for diagnosing new patients.

Suifenhe is a small city with a population of less than 70,000. There are currently more than 1000 confirmed and suspected cases in Heilongjiang, of which 247 are cases from Russia.

In a news conference held on Monday, Wang Bin, Supervisory Commissioner of the CDC of China's National Health and Health Commission, said that the situation of importing epidemic outbreaks at the port of Suifenhe Port in northeast China is still very serious.

He said, "The county-level medical and health institutions at these border ports are the first line of defense for the prevention and control of overseas epidemic outbreaks, but the capacity for major epidemic prevention and control in land border cities and counties including Suifenhe is still insufficient."

Russia has closed its land borders since January this year, prohibiting Chinese entry.

Inner Mongolia and Shanghai are also under pressure from Chinese returning from Russia. Some of the new cases in China are asymptomatic infections. Two of the new cases discovered by Heilongjiang last Tuesday fall into this category. There were 52 asymptomatic cases in the province, all from returnees.

The National Health Commission of PRC reported on Wednesday that there were 6,764 cases of asymptomatic infections nationwide, including 588 imported from abroad. The confirmed cases officially announced by mainland China do not include asymptomatic cases.

In Heilongjiang Province, as of 20 April 2020, there is a cumulative record of 905 confirmed covid cases excluding asymptomatic infections.  The increases in cases come from Harbin (39 symptomatic, 21 asymptomatic), Mudanjiang (2 symptomatic, 3 asymptomatic) and Suifenhe (2 asymptomatic). The list shows that there are under-reported cases in the province.

The virus originated in China, but now China is desperately trying to stop the virus from entering. The United States, Europe, and other parts of the world are making every effort to control the development of the pandemic.
