On 9 April 2020, mainland China media China Global TV Network (CGTN) posted a video on its Facebook (https://www.facebook.com/ChinaGlobalTVNetwork/videos/216000946323933/). The video, part of the TV station's COVID-19 Frontline coverage, shows Zhang Wenhong, leader of the Shanghai Outbreak Medical Treatment Experts Group, Professor and the Head of the Center for Infectious Disease of Huashan Hospital of Shanghai Fudan University, as saying that Wuhan’s home quarantine policy is a failure.
Zhang Wenhong was answering the Bangladeshi health experts whether Bangladesh ought to follow Wuhan's example in building makeshift hospitals known locally as square cabin hospitals (方舱医院).
Besides advising the experts there is no need to build such hospitals from scratch since Bangladesh has barely more than 100 COVID-19 (covid, in short) cases, Wenhong replied that square cabin hospitals in Wuhan were actually occupying and re-constructing huge public premises because home quarantine policy in Wuhan has failed. He advised that every country has its own way of quarantine patients. He could not comment whether Wuhan's example can be applied to Bangladesh as he has not visited Bangladesh and does not know how big Bangladeshi homes are.
Wenhong said in the video, there are so many COVID-19 patients in Wuhan because all house isolation measures have failed and because more people live in Chinese houses and the houses are small, all house isolations have failed in the end.
According to a report by NTDTV, Zhang Wenhong's remarks in this CGTN video have led a lot of mainland Chinese netizens to resonate, leaving messages criticizing the Chinese authorities:
"What is failure? It is the death of the whole family."
"What he said makes sense. The per capita living area in China is small. Often, a family of five lives together. Isolation at home cannot be all perfect."
"Many people in Wuhan have died in their homes, and their ashes are collected by relatives and children. It is awful, but they are talking about" victory "and the Communist Party is lying. "
"Failure of home isolation means that one person is sick and the whole family is infected. It can even be said to be out of business. Who is going to receive ashes? How can the number of patients in Wuhan be 50,000 in this case? How could the number of deaths be only two thousand five?"
"Friends are isolated in Wuhan, the community, one more in a few days, one more in a few days. Isolation at home is wrong, especially the unit building. It is simply a disaster."
"It seems that Zhang Wenhong is also dissatisfied with the CCP's epidemic prevention."
The failure of Wuhan's home quarantine policy has led to recurrences of covid outbreaks in some communities.This is one of the reasons why Wuhan communities with suspected cases are under tighter supervision and checks for covid infections after the re-opening of Wuhan public transport operations on 8 April 2020. Only residents that are cleared of the disease symptoms are allowed to leave the communities for work or travel.
According to media reports, there is a very high risk many asymptomatic Wuhan residents have flown to other major Chinese cities such as Sanya, Shanghai, Guangzhou, Shenzhen and Haikou and symptomatic cases will rebound.
Shanghai is deemed the second epicentre of the covid pandemic in mainland China due to the recent closures of its key tourist destinations, recreation and entertainment areas.
It is reason why the relevant authorities have insisted on asymptomatic case reports via Internet within two hours and reports on symptomatic cases.
