Beijing Chaoyang listed as the only high-risk epidemic area

In the wake of the covid pandemic, many cities in mainland China have lifted their bans and resumed work and education. However, the number of infections has rapidly increased in recent times. Chaoyang District of Beijing has been listed as a high-risk area for epidemic situation. The outside world doubts that the outbreak in Chaoyang District is not simple, and may have exceeded the level of Wuhan.

According to official CCP media, Pang Xinghuo, Deputy Director of the Beijing Center for Disease Control and Prevention, said on 20 April 2020 that a cluster of epidemic outbreaks caused by an imported case in Chaoyang District has recently occurred, resulting in a high-risk area of Chaoyang District.

However, some observers have analyzed that after more serious cluster infections were reported in Harbin, Heilongjiang and Guangzhou, the risk level was only increased to medium risk, and it was not a trivial matter that Chaoyang District was included in the “high-risk area”. The so-called "foreign import related cases" is just a guise. The outbreak in Chaoyang District may have surpassed Wuhan City in Hubei when the outbreak was most severe.

Prior to this, cluster infections broke out in Beijing, including the Xicheng District government where Zhongnanhai is located.

From 12 March 12, all international passenger flights to Beijing must detour. Those who are on business and visiting relatives in Hubei will not be allowed to return to Beijing. People from other areas will be required to conduct home quarantine or concentrated medical observation for 14 days after returning to Beijing.

Until recently, Beijing's control has been further strengthened. From 12 April 2020, people entering Beijing must have a health certificate that is negative by local nucleic acid test within 7 days.

The Hong Kong media "Ming Pao" quoted sources as saying on 17 April 2020 that due to the pandemic, some senior leaders of the Communist Party of China have moved from Zhongnanhai to the office in Yuquanshan in the western suburbs of Beijing to reduce gatherings.

On 18 April 2020, the mainland dissident writer "Old Lamp" also tweeted that the CCP's internal sources informed that the second epidemic was approaching and the Beijing epidemic was under tight control like wartime. The news also stated that the CCP authorities may restart nuclear tests and hold large military exercises against Taiwan to deviate from the crisis caused by the pandemic.

Information shows that Beijing’s Xishan has Zhongnanhai’s backyard clusters, as well as residences and recuperation areas for high-ranking CCP officials, as well as important military commanding organs of the CCP. Yuquan Mountain belongs to its east foot branch.

This is the first time that the media claimed that the top leaders of the Communist Party of China left Zhongnanhai to avoid the pandemic and explained the specific office location.

The Beijing Municipal Bureau of Commerce announced on 20 April 2020 that the fourth version of the operating service guidelines for catering service units during the epidemic situation should be aimed at catering service units in the city and internal canteens, etc.where people should eat at different times. In particular, it mentioned that the cessation of hosting banquets and other group dinner events highlights that the Beijing epidemic crisis is already very serious.
