The Wuhan Novel Coronavirus Pneumonia Epidemic Prevention and Control Headquarters released the "Notice on the Revision of the Number of Confirmed Cases of Novel Coronavirus Pneumonia in Wuhan City on 17 April 2020" and the full text is as follows:

According to Article 38, Paragraph 4 of the Law of the People ’s Republic of China on the Prevention and Control of Infectious Diseases, “Publicity information should be timely and accurate”, and Article 25, Paragraph 3, “Public Health Emergency Response Regulations” reports should be timely, accurate and comprehensive., Article 19 of the "Regulations on the Implementation of the Statistics Law of the People's Republic of China" states in case of incomplete statistical data or obvious errors, these shall be supplemented or corrected after statistical investigation according to law.

According to Registration of Population Death Information Management "Regulation (Trial)" in Article 14 "Medical and health institutions should establish a data revision system", Article 15 "Medical and health institutions should establish a data comparison and verification system" and other regulations, in line with the responsibility for history and the people responsible for the dead, Department of Public Security, Public Security, Civil Affairs, Justice, Statistics, etc., the city funeral and burial information system, the city's medical administration and management of the new coronary pneumonia information system, the city's novel coronavirus pneumonia virus nucleic acid detection system for online comparison,should  de-duplication, and complete offline cases according to full coverage.  

There must be no omission of cases, for all complete collection of data on epidemic-related locations, including fever clinics, hospitals, shelters, isolation points, epidemic-affected communities, and special places such as prisons, pension institutions and other jurisdictions under the jurisdiction of public security, judicial, and civil affairs departments, and complete collection of personal information on all cases.

Through medical institutions, street communities, grass-roots police stations, patients' units and families, check and check one by one, as of 17 April 2020 at 12 am, the number of confirmed cases has increased by 325 cases, the cumulative number of confirmed cases has been revised to 50333 cases; deaths of confirmed cases increased by 1,290, and the cumulative number of confirmed deaths is 3,869.

The reasons for the differences in the above data: First, the surge of patients in the early stage of the epidemic caused a shortage of medical resources and serious inadequate treatment capacity. Some patients did not enter the hospital and died at home. The second is that during the peak period of treatment, the hospitals were overloaded and medical staff are busy with treatment. Objectively, there are late reports, missed reports and false positives. Third, due to the rapid increase of designated medical institutions for patients, there are ministries, provincial, municipal and district hospitals, as well as enterprises, private hospitals and square cabin hospitals. A few medical institutions have failed to connect with the epidemic network in time to send accurate information. Fourth, the registration of some death cases is incomplete, and there are cases of re-reporting and misreporting.

Life is paramount, people are paramount. Every life lost in the epidemic is a family sorrow, and it is also the pain of the city's heart.
