Travelers entering Inner Mongolia must undergo "14+14+2+1" epidemic control measures

On 24 April 2020, the Inner Mongolia Autonomous Region Novel Coronavirus Pneumonia Epidemic Prevention and Control Headquarters issued the "Notice on Further Strengthening the Control and Prevention of the Spread of Novel Coronavirus Pneumonia Epidemic" (hereinafter referred to as "Notice") . The "Notice" states that all travelers who enter Inner Mongolia through ports in Inner Mongolia Autonomous Region and out-of-zone ports must undergo "14 days centralized isolation medical observation + 14 days home isolation medical observation + 2 nucleic acid tests + 1 serum antibody test " epidemic control measures.

The "Notice" shows that regardless of whether travelers who arrive in Hohhot from international flights or from the port of entry in Manzhouli, the local covid epidemic prevention and control headquarters organizes the implementation of "14 days of centralized isolation medical observation + 2 nucleic acid tests + 1 serum antibody test" control measures. After the quarantine period is over and the quarantine is lifted, it shall be implemented in accordance with the "Notice on Issuing the Follow-up Work Plan for the Release of Centralized Quarantine of Hohhot Personnel Diversion from International Flights" and "Notice on the Issuing the Follow-up Work Plan for the Release of the Centralized Quarantine of Manzhouli Port Entry Personnel". Where the destination is in Inner Mongolia, a "hand-on-hand" approach was adopted and transferred to the headquarters of the new county's (prefecture, municipality, district) covid epidemic prevention and control headquarters. The community (Gacha village) must supervise the implementation of 14-day home isolation medical observation measures.

At the same time, people arriving and returning from the outer port of Inner Mongolia Autonomous Region must take the initiative to truthfully report to the destination community (Gacha village) and units, and the community (Gacha village) to verify their centralized isolation of medical observations, nucleic acid testing, serum antibody testing and other relevant information. If no effective certificate can be provided, the control measures of “14 days centralized isolation medical observation + 14 days home isolation medical observation + 2 nucleic acid detection + 1 serum antibody detection” will be implemented. If the centralized isolation medical observation of 14 days is completed outside the Inner Mongolia Autonomous Region and the travelers return after a day, they will need to perform "14 days of home isolation medical observation + 2 nucleic acid tests + 1 serum antibody test". Persons who conceal their covid symptoms or lie are investigated for relevant responsibilities according to law.

The "Notice" pointed out that the personnel from Hubei Province and Wuhan City who came to Inner Mongolia should implement the basis of the requirements of the "Notice on Doing a Good Job of the Risk Management of the Epidemic Disease after the Control Measures for the Release of the Han Corridor from Hubei Province"  besides another serum antibody test.

Travelers from medium, high risk epidemic areas such as Daowai District, Nangang District, Daoli District, Hulan District, Acheng District, Mulan County, Suifenhe City, Xi'an District of Mudanjiang City, and Shuncheng District of Fushun City, Liaoning Province, People in Baiyun District, Yuexiu District, Guangzhou City, Guangdong Province, Chaoyang District, Beijing (dynamically adjusted according to the situation) who enter Inner Mongolia will implement the control of "14 days centralized isolation medical observation + 2 nucleic acid tests + 1 serum antibody test" measures.
