Many provinces in China issued emergency notices on locust plague

The Jilin Municipal Agricultural and Rural Bureau of the Communist Party of China issued the “Emergency Notice on the Rapid Implementation of Investigation and Monitoring of Diseases and Insects such as Locusts” on 5 June, reminding local farmers to actively organize agricultural departments at all levels to do their best in locust monitoring and prevention.

According to the notice, locust plague disasters have occurred in some wastelands, woodlands and hilly lands in Jiaohe City, Huadian City, Yongji County, Longtan District, Changyi District, Chuanying District and other places.

As of 4 June, Jilin's locust occurrence area is about 13.4 hectares, and the highest density can find 50 locusts per square metre. Most of the insect pests are tender leaves of broad-leaved herbaceous plants, and the damage is nicked, which causes the entire leaf to be eaten up individually. As the weather gets hotter, locusts will spread very quickly.

At present, locusts are in the stage of locust larvae (larvae), and they mostly move and grow on the edges of trees, grass, and slopes in wild country ridges. With the increase of the age of the insects, the migration ability is enhanced, and the locusts will quickly spread to the farmland, and the crops are greatly affected. They pose severe threat to Chinese agriculture.


Not only Jilin Province, but also the Heilongjiang Provincial Forest and Grass Bureau issued the "Emergency Notice on Strengthening Locust Control" to remind 5 districts and counties (cities) around Harbin that serious locust disasters have occurred and the affected area has reached 24631 mu. In addition, locust disasters were also found in the suburbs of Jiamusi City and Huachuan County. There are no disaster reports in other areas.

Forest and grass experts said that it is still not possible to assess the damage caused by the disaster to agriculture. It is expected that by July, the locust disaster may explode, which is the peak period of adult worms and the peak period of harm.

The "GNEWS" website issued a document on the 8th that according to China's official statistics in 2018, the total grain output of the three northeastern provinces reached 133.3 billion kg, accounting for about 20.3% of the total grain output of the country. Not only in the northeast, according to the video posted by netizens, there was also a locust disaster in Hunan. A large number of locusts were found in Ningyuan County, Yongzhou City. However, the Hunan government of the Communist Party of China has not yet notified Beijing about the locusts.

The Communist Party of China Forest and Grass Bureau has issued an emergency notice on 2 March that the locust plague may have entered China through three routes with the monsoon, via Pakistan to Tibet, via Myanmar to Yunnan, and via Kazakhstan to Xinjiang.

A mainland expert sent by the Chinese Communist Party to Pakistan to investigate the locust disaster found that the locust disaster was worse than expected. Not only are the individuals larger and more aggressive, the expert team was even bitten by locusts during the inspection.

On 15 March 2020, CCTV stated that the Ministry of Agriculture and Rural Affairs of the CPC, the General Administration of Customs, and the National Forestry and Grassland Bureau recently issued a plan for the prevention and control of desert locusts.

The plan requires that, for domestic locusts, the level of occurrence should be moderate, the level of preparation for prevention and control should be increased, and 10-12 million mu of preparations should be made. The key locust occurrence areas include Tianjin, Hebei, Shandong and Xinjiang.

Yunnan Dali has stored 15.5 tons of prevention and control drugs, 162 prevention and control equipment, 18 teams of 460 people, and 20 drones to eliminate locusts.

The report said that once the desert locusts strikes PRC, it would directly threaten agricultural production, destroy the ecological environment, affect the normal order of life, and even become a public event that triggered a social crisis and pose direct threat to food security.

The desert locust is considered to be the most destructive migratory pest in the world and can move 150 kilometres per day. It is reported that locust swarms covering an area of ​​one square kilometer can eat 35,000 rations a day. Locusts devour farmland, the market has nothing to sell, and animals have nothing to eat. About 19 million people in eastern Africa are facing a food shortage crisis.

Paya, an expert in pest control of the United Nations Food and Agriculture Organization, said that 2020 is a year of locust infestation. Everyone cannot stop doing nothing. Otherwise the entire region will be swallowed up by locust plague disasters, which are major crises.

Some residents in Hubei said that a series of epidemics occurred since last year, and there are rumours circulating within the Chinese public, "In the last years of the dynasty, various visions will be highlighted. Looking at Chinese history, we know that when each dynasty changes its dynasty, the plague, flood, Drought, locusts, hail, June snow and other phenomena will appear. This seems to be the law of history."
