Tsai Ing-wen, President of the Republic of China, was sworn in for re-election on 20 May 2020. The Chinese Communist Embassy in Brazil advised Brazilian legislators not to congratulate Taiwanese President Tsai Ing-wen on her re-election in a letter dated 13 May 2020 which was uploaded and tweeted by Brazilian Federal Representative Paulo Eduardo Martins on 25 May 2020. The letter is regarded a command to them to keep silent on President Tsai's inauguration of her second presidential term.

Martins said, "In this letter, the authoritarian CCP embassy advised Brazilian parliamentarians not to speak about the inauguration of the President of Taiwan. This is an offense. So, even if I am late, I would like to congratulate President Tsai Ing-wen on his inauguration."

The Embassy's letter has caused dissatisfaction among netizens in Brazil. In return, the Brazilians congratulated Tsai Ing-wen on Twitter and even echoed the slogan "VivaTaiwan". They were joined by Taiwanese netizens echoing the slogan "VivaBrazil".

Viva is Portuguese for 'Cheers' but in Italian and Spanish it means 'long live'.

On 26 May 2020, Tsai Ing-wen thanked Brazilian netizens via Twitter and hoped everyone would be safe and healthy. She said, "Thank you to all our friends in #Brazil for your kind congratulations. I hope you are all staying safe and healthy.#VivaTaiwan, #VivaBrazil".

Zhang Jian, a Chinese researcher, commented, "The CCP’s Diplomatic Diplomacy has escalated, and it has played itself as a leader in other countries. In some states in Europe and the United States, it has now arrived in Brazil. The way of ordering, the way of official documents, the way of red-headed documents, to order these parliamentarians in Brazil to ask the Brazilian government to manage the parliamentarians, so that the parliamentarians can’t say anything, they can’t make any positive comments on President Tsai Ing-wen of Taiwan. In response, in this way, are you interfering in internal affairs? "

Martins's tweets resonated with many Brazilian netizens. They congratulated Tsai Ing-wen for their inauguration on Twitter, and even added the "#VivaTaiwan" (# 台灣 万岁) label, which once became the number one search term on Brazilian Twitter.

Zhang Jian said, "It (the Communist Party of China) misjudged the situation, and it used such a method, which resulted in a collective rebound of the Brazilian people, because the epidemic in Brazil is already very serious, and it is also a populous country. In this difficult  times, the CCP still has to use powerful diplomacy to order Brazil with this red-headed document. So the Brazilian people of course "do not want to perish in silence, they explode in silence", then they are using this way of anger, shouting 'Long Live Taiwan', to sing praises of the democratic system fiercely, to hit the Communists in the face of the authoritarian CCP. "

Lan Shu, commentator on current affairs in the United States, said, "Long live Taiwan, of course, the meaning behind Martins is of course long live freedom, of course long live democracy, and of course the international community's anger at the CCP's concealment of the epidemic."  She added that blaming the CCP and supporting Taiwan has already formed a domino effect in the world.

Lan Shu interpreted, "Taiwan has a very clear understanding of the Chinese Communist Party, a political party that lies and governs the country violently, because Taiwan lives every day under the shadow of the Chinese Communist Party's bullying, and the entire Taiwanese society faces this problem every day. He One of his most important issues during the general election was the relationship between the two sides of the Taiwan Strait. It is precisely because of this that Taiwanese society has a more sober understanding of the CCP than other countries in the world. "

Brazil’s “People ’s Daily” News Network published a commentary article by political and economic columnist Rodrigo Constantino on the 26th. The article accused that the CCP ’s aggressive position has been condemned in various countries around the world, and because of the pandemic, Australia,  the United Kingdom, Japan and the United States have all made remarks against the CCP's abuse of power.

Constantino said that the world is now facing the New Cold War 2.0, but the main enemy of freedom is not the Soviet Union, but the CCP. He believes that like the First Cold War, there must be clear ethics and basic values, and countries cannot tolerate the threat of dictatorships that ignore human rights.
