Taiwan Mainland Affairs Commission: Four principles on implementing its Hong Kong humanitarian aid project

Chen Mingtong, Chairman of the Taiwan Mainland Commission, said that the "Hong Kong Humanitarian Aid Action Project" will be established in accordance with the "Hong Kong and Macau Regulations. There are four principles in this project, including government-led and the integration of the MAC's inter-ministerial meetings.

Last year, when the Hong Kong Anti-Amendment Act, Taiwanese President Tsai Ing-wen expressed her determination to support Hong Kong many times, which also made her re-elected in the presidential election early this year. Now Hong Kong is once again tense because of the Hong Kong version of the National Security Law. The public hoped that Tsai Ing-wen could support Hong Kong people with concrete actions and once again called on Taiwan to formulate the "Refugee Law" to grant asylum.

According to the "United News", Chen Mingtong went to the Legislative Yuan this morning to make a special report on Hong Kong and prepare questions. Regarding media inquiries, Tsai Ing-wen had earlier stated that the government would, according to Article 60 of the "Hong Kong and Macau Regulations," said that once the situation in Hong Kong changed, some or all of the regulations would cease to apply.

In this regard, Chen Mingtong explained that the "Hong Kong and Macau Regulations" are more special, because Taiwan and the British Hong Kong government had certain contacts before, and after the transfer of Hong Kong power in 1997, Taiwan regarded Hong Kong as the third place in politics. Therefore, the "Hong Kong and Macao Regulations" are different from the "Cross-Strait People's Relations Regulations" to deal with mainland affairs.

As for how Taiwan can help Hong Kong? Chen Mingtong responded that the Hong Kong Humanitarian Aid Action Project has three major policy objectives, which will help the Hong Kong people come to Taiwan with the three major policy objectives of residence, resettlement and care, and the four principles. This includes government-led and the MAC’s cross-ministerial integration 1. The legal person institution established by the government executes public-private agreements that integrate private intersectoral departments, and the government budgets and injects funds.

Controversy over the Hong Kong version of the national law continues to ferment. Tsai Ing-wen said on 27 May 2020 that, like all countries in the world, Taiwan expects Hong Kong ’s autonomy, freedom and human rights not to be further eroded. Therefore, it calls on the mainland government to retreat from the cliff and refrain from violating the Hong Kong people’s “50 years", the promise of "Hong Kong people ruling Hong Kong" to allow Hong Kong society to resume peaceful dialogue. If the situation in Hong Kong deteriorates, Taiwan must also express its solemn concern and issue a solemn statement.
