In fact, as early as October 2018, the Communist Party of China has begun to tighten the management of the exit of grassroots civil servants, including teachers and general medical staff in many districts and primary schools, all of whom have been notified to hand in private passports.

In July 2019, the Chinese Communist Party once again strengthened the control of people's exit. It is required that the private passports of civil servants, university and elementary and middle school teachers, medical staff, bank staff and other grassroots personnel must be handed over to the unit for unified management, otherwise they will be subject to various penalties.

Now under the pandemic, the authorities have made new related actions. On 2 April 2020, Xinhua News Agency announced that the State Council of the Communist Party of China decided to repeal the "Implementation Rules for the Law on the Administration of Exit and Entry of Chinese Citizens."

Article 2 of Chapter 1 of the "Rules" shows: Applicable to Chinese citizens leaving and entering the country due to private affairs. The term "private affairs" refers to: settlement, visiting relatives, visiting friends, inheriting property, studying abroad, employment, tourism and other non-official activities.

It is unclear whether the "Rules" will be abolished, and whether there will be new "Rules" to replace them. If it is merely annulled and no new regulations are introduced, it means that the authorities have to take back Chinese citizens ’private passports as a systematic action.
