Recently, in order to prevent people from fleeing with money, the China Communist Party (CCP) began to suspend passport processing and collect personal passports. Beijing further tightened social control and continued to cover up the epidemic, which caused many people to panic.

On 19 May 2020, a notice on the Internet announced that non-emergency entry and exit services were delayed in order to coordinate the prevention and control of the epidemic situation and economic development. In other words, if the purpose of your passport (or passport replacement) is just for travel, now all parts of the country have been suspended. If you need to study abroad and other necessary reasons, you can still handle it.

Twitter user "Wang W" said, "Hunan will no longer issue passports, the recovery time is unknown."

Twitter user "one day" said that the passport processing in Hunan fourth line was stopped a month ago.

On 6 May 2020, Twitter netizens said that “the life is like summer”. In the corner of the northwest corner of the coordinate wall country, the passports of relatives in the family expired to be reissued. They were informed that there were no special reasons during the epidemic and they would not be accepted. He learned that passports were suspended in a big city, but now it seems to be a nationwide matter.

Twitter user "Zhou Yutian" sent a message on 12 April that he had received a piece of news before: the Immigration Bureau of the Ministry of Public Security issued internal documents, according to provinces, municipalities, and cities step by step, gradually withdraw the citizens' personal passports due to private reasons. If they cannot be recovered, they will be treated as a ban. The passports must be approved by the Provincial Foreign Affairs Office, the Provincial Foreign Economic Commission, the State Taiwan Affairs Office, the Provincial Public Security Office, the State Security Bureau, and the State Council Foreign Affairs Office.

The tweet also wrote a note saying that the scope of the private passport recovery covers almost all levels of society.

On 18 March 2020, some netizens also said that they received notices from the Organization Department of the CPC Municipal Committee: All personnel of the organs should apply for passports (PRC passports, passports for Hong Kong, Macau, and Taiwan). Subsequently, the Exit-Entry Administration Department of the Public Security Bureau of the Communist Party of China, in collaboration with the Municipal Commission for Discipline Inspection, inspected the status of the city ’s public officials.

The notice threatened that anyone who found a report that did not submit the document in accordance with regulations would be dealt with seriously according to regulations.

Twitter user "instructorjonny" disclosed on 26 February 2020 that one of his friends called him to use WeChat to check whether his passport was cancelled in China.

The reason is that two of his friends have been unilaterally cancelled their passports. His two friends were taken away when they returned home. He did not listen to the two friends scan their faces on WeChat to verify their passports. Moreover, it is said that passports have been suspended in China. He questioned, "What signal is this releasing? This matter is absolutely true."

Some netizens on Twitter said that non-emergency immigration services will be suspended with notice. In some places, except for medical personnel who go abroad to fight against the epidemic, they will not handle it.

Beacon News reported on 13 April that the CCP’s official passports for students in universities are now submitted to the statistics for urgent requests! What is the purpose of collecting student passports? Ready to call them to fight? Or gather them to go to the countryside?

Not only that, Chinese kindergartens began to collect passport information. Some netizens sent screenshots to question, are they also preparing to seize?

Recently, a bank branch in Lizhou District, Guangyuan City, Sichuan Province, also issued a notice requiring its employees to submit passports, Hong Kong and Macao Passes, and Taiwan Passes by the end of the month.

In fact, as early as October 2018, the Communist Party of China has begun to tighten the management of the exit of grassroots civil servants, including teachers and general medical staff in many districts and primary schools, all of whom have been notified to hand in private passports.

In July 2019, the Chinese Communist Party once again strengthened the control of people's exit. It is required that the private passports of civil servants, university and elementary and middle school teachers, medical staff, bank staff and other grassroots personnel must be handed over to the unit for unified management, otherwise they will be subject to various penalties.

Now under the pandemic, the authorities have made new related actions. On 2 April 2020, Xinhua News Agency announced that the State Council of the Communist Party of China decided to repeal the "Implementation Rules for the Law on the Administration of Exit and Entry of Chinese Citizens."

Article 2 of Chapter 1 of the "Rules" shows: Applicable to Chinese citizens leaving and entering the country due to private affairs. The term "private affairs" refers to: settlement, visiting relatives, visiting friends, inheriting property, studying abroad, employment, tourism and other non-official activities.

It is unclear whether the "Rules" will be abolished, and whether there will be new "Rules" to replace them. If it is merely annulled and no new regulations are introduced, it means that the authorities have to take back Chinese citizens ’private passports as a systematic action.
