In order to cooperate with the "two sessions", the CCP issued a notice internally, and from 20 May 2020, PRC servers will take measures to disconnect the Internet network. The international business of corporate, commercial, and home networks is all disconnected, and only high-guaranteed international business of the government is retained. All users are required to self-censor and save online logs.

The notice requires all relevant staff to strictly implement the rules for disconnecting the network. If a violation is found, they will be dismissed, and the person may face detention or jail.

The notice mentions that the enterprise private line international network service will be disconnected for 3 days; the international network service of specially authorized commercial users will be disconnected for 5 days; and the ordinary commercial or home broadband international network service will be disconnected for 8 days. The international network will return to normal after two sessions, and the time is to be determined.

The notice requires all open networks to provide business managers with a 15-day online log for future reference.

The following is the full text of the CCP internal notice:

It can be judged from this, starting at 0 o'clock on 20 May, until the end of the two sessions, it is difficult to obtain any domestic information by overseas users, and even VPN or other ways to cross the wall will be completely blocked.
