Complete new health declaration cards before entering mainland China

According to the news on the official website of the General Administration of Customs on 11 March 2020, the fourth edition of the "Import / Export Health Declaration Card of the People's Republic of China" was officially launched by the Customs from 3 March 2020.

The content of the immigration health declaration card is dynamically adjusted according to the needs of the port epidemic prevention and control. Besides the immigration port information, the fourth edition requires incoming visitors to fill in residential address within 14 days thereafter; the office or whether the visitors have fever and / or respiratory symptoms in 2 or more people at home, etc .; indicate the symptoms such as fever, fatigue, dry cough, sputum, headache, sore throat, shortness of breath, dyspnea, chest tightness, conjunctival congestion, diarrhea and other symptoms; and finally whether the visitors have taken antipyretics or cold medicines in the past 72 hours.

Before entering or leaving a Chinese airport or port, passengers can use the health declaration applet to fill in the health declaration card on the mobile phone, generate a QR code, scan the code at the port, check and release, and realize "online reporting and code access". 

According to the provisions of the General Administration of Customs Announcement No. 16 of 2020 on the Announcement on Restarting the Entry and Exit Personnel's Filling in the Health Declaration Card System, the health declaration mini-program was officially launched at 10.50 pm on 25 January 2020. The validity of electronic and paper data are the same. 

In order to facilitate the declaration of foreigners, the Customs released the international version of the health declaration mini-program on 1 February, which supports all English entry methods. On 11 February, the Customs launched a web-based declaration method. Inbound and outbound personnel can apply through the webpage, visit the General Administration of Customs website, and select "Import and Exit Health Declaration" in the public service section of the "Internet + Customs" service platform. The incoming visitor can use a laptop, tablet or a mobile phone to fill in.

According to the feedback from inbound and outbound passengers, the health declaration mini-program is simple to operate and can complete the declaration in less than 2 minutes each time. It also helps reduce the risk of infection caused by centralized handwritten declaration assemblies. The customs clearance time is shorter than paper declaration and reduces costs of operations. Inbound and outbound passengers do not need to choose a declaration port in advance although they can make a declaration to the customs at least 24 hours in advance using a small procedure, and can be accepted at any travel inspection port of the national customs.

According to statistics, from the launch on 26 January to 9 March 2020, more than 1.47 million WeChat users have used the applet, with more than 5 million visits. The customs reminds that passengers who have already completed health declarations through the WeChat mini-program only need to show the health declaration codes when they actually enter and leave China, and then accept the customs health quarantine through the temperature measurement channel in turn.

The Customs stated that in the face of the current international epidemic spreading risks, the Customs will continue to fully implement the health declaration system, increase the use of science and technology, and maximize the role of health declarations in accurately identifying high-risk personnel to prevent the cross-border transmission of the virus, thus achieving better epidemic prevention and control in China.
